B. 3: Foundations of the Region to compete against Interregional Organizations (FRÍO) Act

A bill to ensure the foundations of the region to compete against interregional organizations are properly set.

Under the standing rules of the composed legislature of GOAT, the general congress enacts the following:

    Preamble - An Influx of Nations
  • Acknowledges the wish to keep the region in her current form, as it guarantees our safety against organized groups and invasions. This however prevents us from getting nation spawns.

  • Allows the coexistence of a possible Frontier GOAT, or a separate region dedicated to be a GOAT frontier, with recruitment.

  • Lets know, however, that a steady influx of nations is needed to keep GOAT alive.

  • Realizes the recent efforts by the regional government to bring new nations via telegram recruitment (from now on recruitment, or TGs)

  • Wishes to keep those efforts alive, and up to the best standards.

    Article I - Organized Recruitment

  • Advises the Grand Shepherd to always appoint a Shepherd on their cabinet to be delegated the authority to recruit.

  • Encourages our recruitment or welcome methods to let know new nations how to turn recruitment telegrams off, in order to keep them in our region.

    Article II - Excluded Groups

  • Gives power to the Regional Government to specifically include or exclude any groups or regions from their recruitment methods at their discretion.

  • Advises to mainly keep exclusions to allies of GOAT or otherwise already connected regions.

    Article III - Frontiers

  • Acknowledges citizenry may wish to establish a GOAT frontier.

  • Mandates that said Frontier's welcome TG would encourage moving to GOAT.

  • Establishes that, since a Frontier would give us a steady nation influx, recruitment, although still necessary, would not be focused on as much.

  • Advises to still follow the said protocols and appoint a shepherd in charge of recruitment, even with a Frontier linked to GOAT.

    Article IV - Security of the WA Delegate position

  • Defines "WAD" as WA Delegate.

  • Defines "endotarting" as the practice of endorsing someone with the objective of getting an endorsement back from them.

  • Recognizes the WAD of GOAT doesn't have any powers, except for the extra votes in the WA.

  • Lets however know, that as we have seen, this does not make us immune to raiding: during the approval period of "Injunct The Communist Bloc", our region got raided by hostile forces looking for the resolution to not go to vote.

  • Acknowledges that since these events, our region has grown massively. However, this endorsement count on the WAD, although harder to break, does not make us invulnerable against sleeper agents pretending to be friendly regionmates, endotarting, and then surpassing the WAD assisted by invader organizations.

  • Spreads the message that if the Primarch and all their successors were to CTE, leave the region, or abdicate, the WAD would gain executive powers.

    Article V - Measures for Protection

  • Encourages every legitimate WA member of GOAT to endorse each other, and especially the elected WAD, making our region stronger against a possible invasion, which would be detrimental if the trigger is an RO or has executive powers. By endorsing each other, every citizen gains influence, which makes it harder for rogues or invaders to ban them.

  • Mandates an endorsement cap for residents endorsing the WAD to be set at 80% the WAD's endorsements, whatever they are at endorsement cap update time.

  • Mandates an endorsement cap for residents not endorsing the WAD to be set at 50% the WAD's endorsements, whatever they are at endorsement cap update time.

  • Mandates these caps to be updated weekly, in order to keep up with the WAD's current endorsements.

  • Mandates that the departments of WA Affairs, Internal Affairs, or what their counterparts may be, to send weekly telegrams to every WA nation not endorsing the elected Delegate, asking them to endorse the rightful WAD.

    Article VI - Proper Enaction

  • Affirms that at the time of writing, it is believed this bill does not violate any current legislature.

  • Mandates that this bill be officially referred to as the "FRÍO Act" if passed.
