The Silly Conduct Promotion Act
The Region That Has No Big Banks,
Acknowledging that cats are awesome,
Seeking to promote being silly.
Section I: Definitions
1. "Silly": Shall be defined as cat pictures with funny captions, funny poses or behavior, or taking part in harmless, funny acts intended to spread happiness, such as using emojicons ":3", "^^", "._.", that are not in violation of the Code of Conduct.
2. "Anti-Silly": Includes, but is not limited to actions that oppose or discourage silliness, through censorship, message deletion, or hate speech.
Section II: Mechanism
The government officially supports silliness, and any act of Anti-Silly is strictly discouraged (Section III).
Section III: Discouragement
Being silly is not mandatory, though any act of Anti-Silly shall be faced with severe discouragement, as outlined in Section IV, and does not fall under the Code of Conduct.
Section IV: Severe Discouragement for Anti-Silly
The offender;
1. may be exposed to silliness, including cat pictures or silly behavior.
2. may be intentionally ignored or disregarded.
