[PASSED] Ministries & Royal Affairs Amendment - The Third Amendment to the Astorian Constitution

A proposal by Omnicontrol

In Article III of the Constitution, "Monarchy":

+ 8. The Monarch may use a royal decree to repeal any law.
- 8. Royal decrees may not however contradict this Constitution or any existing law.
+ 9. Royal decrees may not however contradict this Constitution.

In Article V, "Executive Branch":

- 9a. The Minister of the Interior shall head the Ministry of the Interior and advise the Prime Minister on matters of domestic policy. The Minister of the Interior will be responsible for overseeing internal governance, implementing domestic policy, assisting the Monarch in maintaining regional dispatches, reviewing existing dispatches to ensure they are current and effective, updating the World Factbook Entry, providing citizens with current information on internal regional affairs, and documenting regional history for the public.
+ 9a. The Minister of the Interior shall head the Ministry of the Interior and advise the Prime Minister on matters of domestic policy. The Minister of the Interior will be responsible for overseeing internal governance, implementing domestic policy, ensuring regional security and wellbeing, assisting the Monarch in maintaining regional dispatches, reviewing existing dispatches to ensure they are current and effective, and updating the World Factbook Entry.
- 9d. The Minister of Recruitment shall head the Ministry of Recruitment. The Minister of Recruitment will be responsible for implementing recruitment policy, initiating recruitment programmes and ensuring sustainable growth while integrating new members into the community.
+ 9d. The Minister of World Assembly Affairs shall head the Ministry of World Assembly Affairs. The Minister of World Assembly Affairs will be responsible for writing recommendations on General Assembly and Security Council votes to the WA Delegate and the region's residents.
+ 9e. The Minister of Gameside Affairs shall head the Ministry of Gameside Affairs, responsible for informing the region's residents of current events, documenting Astorian history, roleplay and legislation, moderating the RMB, and nominating recruiters to the Monarch.

In Article VIII, "Government Officials":

+ 24. The Heir Apparent, or any other Royal Councillors, cannot be recalled: a vote to nominate this to the Monarch can be brought to the Crowned Assembly, but the results of it will not be definitive, and it is the Monarch who will decide any appointments and removals to and from the Royal Council.
