The Raindrop Pact of 2024

Preamble
The Contracting Parties,

Reaffirming their desire to create a system of collective security in the NationRegions sphere based on the participation of all Signatory Regions, irrespective of their social and political structure, whereby the said Regions may be enabled to combine their efforts in the interests of ensuring inter- and intraregional coöperation and security;

Taking into consideration, at the same time, the situation that has come about in the world as a result of prior collaboration in security, role play, and events such as N-Day, Z-Day, and the like;

Being convinced that given the interconnectedness of these Regions and the common threat posed by raiders and enemies of the Contracting Parties;

Upholding the rules of the respective Regions, of NationStates, and of Discord;

In the interests of the further strengthening and development of friendship, cooperation and mutual assistance in accordance with the principles of friendship and cooperation of Regions and of non-intervention in their domestic affairs;

Have resolved to conclude the present Pact of Regional Alliance for Interregional Networking, Diplomacy and Reciprocal Outreach Partnership, henceforth known as the Raindrop Pact.

Article 1: Basic Structure :

(1) The contracting parties will establish a collaborative and mutual organ for the leadership of the Raindrop Pact, operating through the Leadership Council and High Command committees, defined in subsequent articles.

(2) The Contracting Parties declare that they will act in a spirit of friendship and co-operation to promote the further development and strengthening of the role play and cultural ties among them, in accordance with the principles of respect for each other’s independence and sovereignty and of non-intervention in each other’s domestic affairs.

(3) The present Treaty shall be subject to ratification, and the instruments of ratification shall be deposited with the Government of India, and the Leadership Council.

(4) The treaty shall come into force for a particular region on the date of deposit of their instrument of ratification.

(5) The Leadership Council shall inform the other Regions Parties to the Treaty of the deposit of each instrument of ratification.

Article 2: The Leadership Council:

(1) The Leadership Council shall consist of one member of each Contracting Party. This member shall be nominated by the respective Region’s Government to assume the said position.

(2) The Leadership Council shall have the ultimate authority within the Raindrop Pact and shall make resolutions about such items as it sees fit, these resolutions being binding upon the Contracting Parties. Resolutions by the Leadership Council shall have the final say in matters concerned therein. In the event of a conflict between two Contracting Parties, the Leadership Council shall arbitrate, being as impartial as possible, and this binding arbitration shall be carried into force by a simple majority vote of the Leadership Council.

(3) All members of the Leadership Council like the High Command shall be considered equal, and shall serve for whatever period the Governments of the said region have decided to, provided further that the nomination of the members shall fall in the jurisdiction of the respective regions.

(4) Africa and India shall have the offices of Speaker and President, with the former setting the voting process and the latter setting the agenda; the offices shall be held until overturned by a vote of no confidence of the Council wherein 2/3rd Majority shall lead to any such alteration.

(5) The Regional Governments shall have to designate & appoint their representative in the Raindrop Pact’s Leadership Council as a Regional Officer or mask them as such on their forums or Discord Servers or other such platforms as the case may be with the role of “Raindrop Pact Officer.”

Article 3: High Command:

(1) The High Command shall consist of Regional officers nominated by each region’s Leadership Council member, the number of which shall not exceed the amount of three provided that each region shall have one vote.

(2) The High Command, being the legislative body of the Raindrop Pact, shall be entrusted to establish clear lines of communication and achieve the results desired by the Leadership Council in the manner the council sees fit while conducting other activities as mentioned in this Pact.

(3) The President of the High Command shall be the President of the Leadership Council.

    (a)The President shall have one vote within the High Command, with the vote only being exercised in the event of a tie.

    (b) The President shall also oversee the working of the High Command and may at their discretion direct or order a certain conduct of process.

(4) The Leadership Council shall establish a Unified Command structure, to which certain elements of their military forces shall be allocated by agreement between the Parties, and which shall act in accordance with jointly established principles. The Parties shall likewise take such other concerted action as may be necessary to reinforce their defensive strength.

Article 4: Regional Cooperation:

(1) The Contracting Parties shall consult together on all important interregional questions involving their common interests, with a view to strengthening interregional peace and security.

(2) Whenever any one of the Contracting Parties considers that a threat of armed attack on one or more of the Regions Parties to the Treaty has arisen, they shall consult together immediately with a view to providing for their joint defence and maintaining peace and security.

(3) The Contracting Parties declare that they are prepared to participate, in a spirit of sincere cooperation, in all interregional action for ensuring interregional peace and security with respect to themselves and will devote their full efforts to the realization of these aims.

(4) The Parties agree that an armed attack in one or more of the Regions Parties to the Treaty by any Region or group of Nations, that each Region Party to the Treaty shall, in the exercise of the right of individual or collective self-defence, afford the Regions so attacked immediate assistance, individually and in agreement with the other Regions Parties to the Treaty, by all the means it considers necessary, including the use of military force.

    (a)The Regions Parties to the Treaty shall consult together immediately concerning the joint measures necessary to restore and maintain interregional peace and security with respect to themselves.

(5) For the purpose of Article 4, an armed attack on one or more Parties is deemed to include:

    (a) Raids upon any of the member Parties;

    (b) Attacks on the Nations of any of the Parties.;

Article 5: Non-Compliance:

(1) Refusal to comply with binding resolutions of the High Command or Leadership Council or to participate in military operations undertaken by the Pact will be censured.

The first offence shall carry a warning, the second offence shall warrant a public note within the High Command’s proceedings, and the third offence and subsequent offences shall warrant a loss of voting privileges, incrementing by one week for each offence up to one year, after which action shall be taken under Article 6.

The contracting party which happens to be in non-compliance under this article shall lose their privileges under Article 4 until the situation is determined to have been resolved by the President of the Leadership Council.

Article 6: Withdrawal from the Pact:

(1) Contracting Parties seeking to withdraw from the Pact shall do so only after a mutually agreeable negotiation with the other members of the Leadership Council over the terms of withdrawal, after which the signature of the Region shall be struck from the Treaty and a bilateral treaty, with the option to rejoin the Pact at any point through a process defined therein, shall be prepared between the Pact and the Region.

(2) Should any Region, by the process defined in Article 7, attempt to join the Pact while being in conflict with any Contracting Parties or in contravention of the values of the Treaty, the High Command shall have the right to expel the Region through a two-thirds majority vote.

    (a) Regions expelled in this manner shall be ineligible to rejoin for any duration as determined by the High Command or if not determined for atleast 6 months.

    (b) Should an offending individual in a region be expelled or be punished in that region the punishments described by the pact against that region won't be applicable.

(3) Contracting Parties that knowingly attempt to harm the Pact or disrupt its operations shall be expelled from the Pact through a two-thirds majority vote of the Leadership Council and shall thenceforth be considered an enemy Region.

(4) The Leadership Council may with a majority vote call upon an emergency wherein if they deem it necessary, they may expel any region from the Pact with a simple majority provided that this can be later refuted and be reversed with a 2/3rd majority further provided that the expelled region continues to have the interest to accede to the pact.

Article 7: Acceding to the Pact:

(1) Upon a request from a region's governing, or relevant, authority to join the Pact, the applying region shall undergo a review (not lasting more than 48 hours) and then a vote (lasting 48 hours or until all members vote) by the Leadership Council of the Pact to determine the viability of membership, whereby, with unanimous agreement, the applying region's application will go to the High Command to vote on formal Ascension to the Raindrop Pact provided that the High Command vote will last for 24 hours (or until all members vote), and shall require just a super majority (66%+) support for the ascension of that region to the Raindrop Pact.

(2) Any Region wishing to join the Pact shall either vote within its government to ratify the Treaty or accede to the Treaty via the assent of the highest officeholder or an empowered representative thereof.

(3) The present Treaty shall be open for accession by other Regions, irrespective of their social and political structure, which express their readiness, by participating in the present Treaty, to help in combining the efforts of like-minded Regions to ensure the peace and security of the NationStates role play community provided that such accessions shall come into effect with the consent of the Regions Parties to the Treaty after the instruments of accession have been deposited with the Leadership Council.

(4) No Region shall face any penalty when the individual/s considered problematic by the Pact collectively with a majority opinion, are expelled.

Article 8: Termination & Duration of the Pact:

The present Treaty shall remain in force for Seven years (a millennia, 4 score, and 7 years). For Contracting Parties which do not, one year before the expiration of that term, give notice of termination of the Leadership Council, the Treaty shall remain in force for a further seven years.

DONE this year of 2024, in one copy in the English language, all the texts in translation being equally authentic. Certified copies of the present Treaty shall be transmitted by the Leadership Council to all the other Parties to the Treaty.

IN FAITH WHEREOF the representatives of each region have signed the present Treaty and have thereto affixed their seals.
