The Travel Response System

In order to protect the safety of its citizens, the neko-run Government of Kerlodia has created the Travel Response System.
The 5 stages of TRS:
CYAN: This Nation is an ally of Kerlodia. Travel is unrestricted.
GREEN: This Nation is neutral with Kerlodia. Travel is unrestricted.
AMBER: This Nation is relatively hostile with Kerlodia, or is politically unstable. Travel with caution.
RED: This nation is hostile with Kerlodia, or is undergoing a civil conflict. TRAVEL ONLY WHEN NECCESARY.
GREY. This Nation is at war with Kerlodia, or is a warzone. DO NOT TRAVEL THERE.
