Code of Constitutional Laws of Calahy (EN)

We, the people of the Federal Republic of Calahy, united by a common destiny on our land, asserting human rights and freedoms, civil peace and harmony, preserving national and state unity, proceeding from the universally recognized principles of equality and social equality, honoring the memory of the founding fathers who gave us faith in goodness, justice and democracy, reviving the sovereign statehood of Calahy and affirming the inviolability of its democratic basis, recognizing ourselves as part of a civilized democratic world community, we accept the CONSTITUTION OF the FEDERAL REPUBLIC OF CALAHY .

Fundamentals of the constitutional system
1. The Federal Republic of Calahy — Calahy is a democratic rule-of-law state with a republican form of government.
2. Democracy, justice and freedom of the nation are the highest value. The recognition, observance and protection of human rights is a direct duty of the State.
3. The founder and bearer of the sovereignty of a country is its people.
4. No one can appropriate power in the Federal Republic of Calahy. The authorities are elected by the people by voting. Any undemocratic change of government is prosecuted under federal law.
5. The sovereignty of the Federal Republic of Calahy extends to its entire territory. The Calahy has opportunity to defend its lands if they are in danger.
6. The Federal Republic of Calahy consists of governorates, federal counties, cities of federal significance, — equal subjects. Each of the subjects has its own charter and has the right to introduce personal laws for the subject with the permission of the Government of the Federal Republic of Calahy.
7. Citizenship of the Federal Republic of Calahy is a direct value of every person. No one can be deprived of citizenship, but a person can change it.
8. In the Federal Republic of Calahy, private, state, municipal and other forms of ownership are recognized and protected equally. Land and other natural resources may be in these types of ownership
9. State power in the Federal Republic of Calahy is exercised on the basis of the division into legislative, executive, state and judicial. The legislative, executive and judicial authorities are independent. Public authorities are directly subordinate to the State.
10. State power in the Federal Republic of Kalakhi is exercised by the President of the Federal Republic of Calahy, the Parliament of the Federal Republic of Calahy (the Supreme Senate and the Federal Chamber), the Government of the Federal Republic of Calahy, the courts of the Federal Republic of Calahy. The President of the Federal Republic of Calahy, the Prime Minister (Head of Government) and the Vice-President (Secretary General of the Supreme Senate) undertake to swear allegiance to their country and their people, using their powers exclusively for the benefit of the people of Calahy.
10.1. The Federal President is elected once every eight weeks. The same person can hold the post of Federal President for no more than two consecutive terms. The Prime Minister is appointed by the Federal President or by voting in the Supreme Senate, if the Federal President is unable to do so. The term of office of the Prime Minister is 8,5 weeks. The same person can hold the post of Prime Minister for no more than two consecutive terms. The Secretary General of the Supreme Senate is appointed every 8,5 weeks by the Federal President or by voting in the Supreme Senate. The same person can be the Secretary General no more than two times in a row.
11. Local self-government is recognized and guaranteed in the Federal Republic of Calahy. Local self-government within its powers independently. Local self-government bodies are not included in the system of state authorities. Regional militarized territorial defense corps of the Federal Republic of Calahy should be part of local self-government bodies within the framework of their autonomy.
12. Ideology in the Federal Republic of Calahy may be established as state or mandatory when a decree is introduced by the President of the Federal Republic of Calahy or the Parliament of the Federal Republic of Calahy.
13. In the Federal Republic of Calahy, political diversity and multiparty system are recognized. Public associations are equal before the law.
14. The Federal Republic of Calahy is a Protestant Christian republic. Other faiths in the country may be allowed within religious or national communities. Informal religious associations are separated from the State and are equal before the law. The Calahy Protestant Church is controlled by the state apparatus. The Bishop of the Cahaly Protestant Church is appointed by local church councils every 17 weeks.
15. The Constitution of the Federal Republic of Calahy has the highest legal force, direct effect and is applied throughout the territory of the Federal Republic of Calahy. Laws and other legal acts adopted in Kalakhi must not contradict the Constitution of the Federal Republic of Cahaly. State authorities, local self-government bodies, officials, citizens and their associations are obliged to comply with the Constitution of the Federal Republic of Calahy and the laws.

The provisions of this chapter of the Constitution constitute the foundations of the constitutional system of the Federal Republic of Calahy and cannot be changed except in accordance with the procedure established by this Constitution. No other provisions of this Constitution may contradict the foundations of the constitutional system of the Federal Republic of Calahy.
