We would welcome Imperial Parnoni to the region.

I don't think that we can really elect 3-4 members with duties such as approving new charts or new forums. The forum, if we have one would have to be created by a member with the time and skills neccessary to create one. Any map should wait until the region is slightly larger and better established.

The first point of order should be establishing the consitution, deciding on the government and growing the region.

....and if we ask apoc? yes, things are occurred but we are allied or similar, we were ''brothers'' of sort; he have skills.... 1+1= ?

He has a region to run, and probably doesn't have the time to set up and run a second forum. I would much prefer it if the forum administratior was a current member of the CoC.

uhh....mine last message was the stupidest thing in the day (after being at school with my ushanka, with two paper flagpoles and a box with the word ''spassolandia''/funland in front; and professor didn't bothered me) :D

I think we should let him in, it will help boost our numbers, we should also set up a Minister of Foreign Affairs, all new nations contact him / her and he / she does a little search and then asks the chairman if they can come in, every Friday a list is put up to see who passes round 1 (foreign affairs) and 2 (chairman)

Just found a heavy metal remake of Boney M Rasputin... By a Finnish band Turisas, I recommend it!

Rasputin of Boney M is nice; but i'll have to try out the metal version.

@Churchilland, sounds complicated, if it was to work, it would have to be someone on NS every day!
Who else thinks, BTW, that the refounding day should be a holiday? Pheonix day ( or is that a bit tacky)

@Besate: I agree with the outline you propose, but why limit to 3-4 people? At this point we are small enough to allow everybody to participate in the constituent process, so I propose to elaborate the new constitution amongst all nations in the region that wish to be involved in the process.

@Churchilland: I agree that we need to grow our numbers, but as Yamea stated, we should set a constitution and a government first: the CoC will be more attractive for newcomers if they see an organized, well established region.

So letīs start the discussion: one of the things I disliked of our prior system of government was that most of the subjects where decided by a vote of the cabinet of ministers, creating a system of two tiers inside the Commonwealth, between nations that were able to participate in the government of the region and nations that not. My vision for this region is a Chancellor (like this title more that Chairman, sound much more royal :P) and a Cabinet of Ministers, both of them dealing with the daily business of the region (managers, more than decision makers), and an Assembly of the all the nations of the CoC, that votes to decide all the important matters.
I propose that such the Assembly would be composed by every member of the CoC with more that 300 million of population and seven days or more of residence in the CoC, puppet nations being excluded.
Another of my concerns of the old system was that the 24 hours limit for the votes was to narrow for the less active nations. Often I logged in and found that the vote had ended, without having any chance to participate in it. To address this, I propose a time frame of 72 hours for the votes of the Assembly.

I like the idea of a chancellor, i also disliked the idea of having a group of appointed members able to make decisions which affected the whole commonwealth without the input of the commonwealth in general.
I would go further and suggest that we totally intergrate our government with the use of the Assembly. I will be putting up an amended version of the legislation which we used to establish the Assembly originally. I have tried to intergrate some of your ideas and other ideas that we have discussed. Its just a draft to gain peoples opinions.

I will have my proposal up soon. I think that 300million minimum might be to high a population for elegiblity for the assembly but maybe low enough to be a minister. In my proposal you will see that i don't advocate voting for everything. There will be an elected executive and an appointed administrative. That ensures that those who are acting as the executive are representatives of the people, while those maintaining the running of the region can be anyone.

Thanks for letting me join guys. Dan told me about how it all got reformed and stuff. Personally i think those guys who split off to make that Imperial League region are just a bunch of elitists... <.<

Haha please people, lets focus on growing our region, not on bagging others who were part of us once, but have chosen a different path.

My proposal. Its to long for the RMB so I have put it up on the forum, if most people like it i was thinking that we could include it in the new consitution.

@ Osberg, sounds good, I think though that we should set a limit for how long they can stay in... 14 days maybe? Or is that too short...

Let Yamea come up with the concrete proposal and we can then can vote on it...
The limit for voting for Chancellor should be 100 million , rest all are fine with me..( 7 days or more, puppet nations excluded, 72 hrs voting timeframe)

The rules can be amended later to make them stricter ,if deemed necessary, by amendment.

Wonderfully drafted proposal, including everything that has been discussedb in the RMB..There are a few doubts..
As regards the power of the Chief Speaker It says: " It shall be the job of the Chief Speaker and his deputy to ensure that any legislation passed is constitutionally valid."
Does that mean that the Chief speaker holds the veto power to any legislation passed by the Assembly? Will this mean a dangerous trend of overturning any majority vote of the Assembly?? I think, as far as legislation is concerned, the Assembly vote should be supreme and final...As it is, before the legislation is tabled, the Secretary General will scan it for any it's constitutional validity (Powers of the Secretary General).

Matter needs to be discussed by all..

Well the Speaker does hold veto power (i will remove the chief part), but it is also the responsiblity of the Speaker to ensure that past legislation is reviewed before it is passed and all legislation is consitutionally valid, before it goes to vote. It does mention that hte Speaker has to approve legislation for vote, that would be when the speaker would say whether the legislation is consitutionally valid or not. I think. But i can clarify it if necessary, if someone suggests what i should put there.

@ Yamea...Something is jumbled up there..As I understand your draft,
1) Speaker holds veto power to any legislation (Act of Assembly)
2) Secretary General checks the constitutional validity of the proposed bill before it is put to vote
In that case, Speaker is the topmost executive, as he can veto any Law of the Assembly.

Pls Correct my understanding If i am wrong. Other members may discuss this too..

All three members of the Executive, the Chancellor, the Speaker and the Secretary-General hold veto power for any legislation, before it is passed, they cannot veto it once it is passed. Once legislation is passed members can either amend or repeal it. Maybe there should be a limit on the veto power, two out of the three have to agree to veto it for the veto to stand. What do you think.

The Speaker and the Secretary-General are both expected to check the consitutional validity of the proposed bill. It acts as a checks and balances system.

I think that our past strictness was our doom and we can create a more ''free'' region; i mean, stricter rules and laws made people unhappy and they see it dictatorial or similar; so, a more distensive but clear laws & rule package can allow us to have simple and easy rules, without seem too much close in our laws.... (i cannot find any synonimus)
