What timescale does Nationstates operate on? I just realized I went from 5 million to 26 million population in 12 irl days.

I think I found a partial answer. It doesn't give a time scale, but it does explain the population growth system and I might extrapolate from that if I want. I'm a little disappointed there's no population loss system but, oh well for now.

How does one make a dispatch as opposed to a factbook? I take it they're meant as uncategorized posts on your nation? Is there a limit to them?
There's a limit to how many factbooks you can publish (25) but there is no limits to dispatches. A dispatch is also under its own separate tab on your nation's homepage.
Go to dispatches, place it under account, then "other." You can make as many of these as you like.
do I have to meet a threshold to unlock dispatches? I don't see any button for them on my nation's homepage, only factbooks and unrelated stuff
All you have to do is click "publish new Factbook" and change the category from "factbook" to either "meta", "account", or "bulletin".
Besides the colors, you'll be deciding on the shape- either square or with a triangular indent. The flag with the most votes wins, and will be my national flag for two weeks. After that, I'll decide whether or not I like it!

Based on this breakdown, an executive order or other action by a branch of government other than the legislature would still be a legislation factbook, right? I'm probably about to answer the "Is the Signature Always Right?" issue as if it's just the president just personally beefing up clerical security and maybe setting a social precedent. Do you peeps agree that'd go in a legislation factbook?

We typically don't tend to concern ourselves with the actual game mechanics, such as issues or stats (this includes population), and as such I personally don't feel like I can really give you a definitive answer.
