☆ We're past the midterm, and we've still been safe from any external threats! Hopefully this trend continues through the following weeks. You'll find out more within the dispatch! Passed new legislation and made changes to our Security Council procedure. This report is briefer than usual. No weekly goals this time because of Chipoli's absence during the week.

Vice Delegate Report

Greetings, TNP! I frankly do not have much to report today, but I can continue to build off what I mentioned in my last report. We've passed new legislation and made changes to our Security Council procedure. Along with that, our region remains safe from the attacks of our foes. Hopefully, it will continue to be safe in the next week or so. That said, this report will be much more brief than what is usually expected from me.

Changes to Security Council Procedure

As I mentioned in my last report, our Regional Assembly voted on new legislation that would make changes to the procedure of the Security Council. The bill, proposed by Xagill and titled the"Endorsement Simplification Act", passed the Regional Assembly 23-8, with ten voters abstaining. The purpose of the bill was to improve the calculation for reckless endorsement gathering (how the SC determines which nations' endorsement levels have grown too much), and make it consistent across VD/Delegate transitions. The law change will also help to maintain a reasonable distance between the SCers and the rest of our WA Residents.

Last Week's Endorsement Rewards

We have fallen short of meeting our endorsement goal for this week. Kaschovia only grew by one endorsement during the week, with his current figure standing at 830. However, this is not due to his endorsement activity by any means, and there is an explanation for the lack of endorsement growth. The North Pacific Army has been quite active this week, and our soldiers were deployed for most of the week, with their WA nations out of the region. As you will see later, this affected my endorsement count as well.

My endorsement levels followed a very similar pattern to Kaschovia's. I have returned to regular endotarting for the time being, and have endorsed around a hundred nations in the past week (which, for the record, is an estimate and not an exact figure). Like our Delegate, I grew by one endorsement throughout the week, and currently have 746 endorsements. That figure will likely remain stable for the next week as well.

Weekly WA Endorsement Event

As a result of my impending absence, I will not issue any weekly endorsement goals for this week. It would be practical to take as much off my plate as possible, given that I will be occupied most of the remaining week. Even if there isn't a goal set for this week, I encourage you all to join the World Assembly, endorse delegate Kaschovia, myself, and the Security Council! In the meantime, I'll end this report with the usual graphics.

13. the West Pacific, 0/10. Extremely rude, kicked me out for being a traveler and not being my main nation, all I did was introduce myself, that's it, there was no warning, no nothing. (Recommended by The atlantean imperium and Xoriet)
14. The North Pacific, 10/10, this place was amazing! I had so much fun, I would 100% recommend this region, (But if you ask 'any recommendations as to where I should go next?' they'll just go, 'TNP'. (Recommended by [nationThe Atlantean Imperium[/nation])
15. the South Pacific, 9.999999999999999999999999999999/10, this region was a lot of fun! And the only reason it is not 10/10 is because I feel I did not put enough effort into experiencing all that I could. (Recommended by The atlantean imperium and The Tony Paporordia)
15. The East Pacific (The official one), 8/10, while active this region did not feel the most welcoming, at times it was welcoming but other times it was not, thus, an 8/10, still a very good score. (Recommended by The atlantean imperium and The Tony Paporordia)
16. Hell, 2.5/10, this region was not very active, and seems to be fading to dust, one member of the region Trash Heap wished for me to say that this is the place to throw your trash, but I do not believe that, I believe that with some help, Hell can rise from the ashes and be great. (Recommended by Lemmingtopias)
17. Lone Wolves United, 7/10, this region would have scored higher if I put more effort into engaging with the people in it, so I appologuise for my error and would recommend coming here. (Recommended by Xoriet)
18. Holy John Three, 3/10, this region was not very active, it was at times but mostly quiet, I learned that it is mostly puppets of other nations in it. (Recommended by The Tony Paporordia)
19. Nerdlandia, 0/10, there was no activity in this region, and I don't know why, also, even if there was activity I still wouldn't be able to see a ton of it because of the whole data loss thing. (Recommended by The Tony Paporordia)
20. Chicago Outfit, 2.5/10, this region was not very active and the reason why is because it was filled with Alphonse Capone's puppets who CTE'd. I stayed here longer than I did for most regions because the converstation took several days (As in they took a few days to respond), but I do not fault them for this as they were most likely busy with real life stuff, (But honestly I feel like The Tony Paporordia (Who recommended this region) was just trolling me with not super active regions)
21. The Wellspring, 5/10, This region was alright, it was active but not too active, of course I have been very busy and haven't been able to chat as much as I would have liked and I didn't go onto the Discord server where I imagine there is more activity for the same reason that I just mentioned, but when I was able to chat this region was nice and friendly and if I ever decide to I might come back here. (Recommended by The Tony Paporordia and Zhensheng Xue)

Please be warned that these ratings are my own opinion, you may have your own opinions but these are mine.
1. Atlantis, 4/10, this place was not active, not in the RMB or the discord server, but I have recently learned as to why, one of the main people in the region CTE'd so the region became quiter, it is for this reason, (and the knowledge that the guilt would haunt me as well as this being my travel guide, meaning I can do what I want) that I am raising their score to a 4, now that I better understand their problems. (Recommended by The atlantean imperium)
2. Conch Kingdom, 9.9/10, This region was great! Very welcoming, very nice, and on their Discord server people were very nice, I would 100% recommend this! Also, they have a sugar cookie emoji shaped like a conch shell, cool! (Recommended by The Freakin Guardians of the Galaxy)
3. Concord, 1/10, This region, while active, did not feel like the most welcoming place, and while on their Discord I was never moved past the lobby channel despite giving the information that was asked of me. (Recommended by Federal Republic of Therinia)
4. East Pacific, 1.2/10, This region was not very active in the time that I was there. (Recommended by Thonthalas)
5. Hartfelden, 8.9/10, This region is nice and chill, the reason for the socre is not any fault of the region or it's people but because of my own faults, I was not active in the region enough and so was not able to really see the culture of the place, but overall, very nice! (Recommended by Concorde Dawn)
6. Kantrias, 10/10, This region is a very nice, very chill place and overall a great region, while I didn't check out their discord server I would have to assume that it is very lively and fun, just like the people I encountered while there, I would 1,000,000,000,000,000,000% recommend coming here, and who knows, you might even find a nice home here, I know this is where I would be staying if I wasn't dedicated to this guide.
7. Karma, 9.9/10, This place was great! Got lots of good Karma (Yes I just made that joke, and no I'm not sorry about it.) (Recommended by Rykkland)
8. The Bar on the corner of every region, 10/10, would recommend for people who don't mind shadowy bartenders, talking royal cats, talking spiders who sell baked goods using human souls, and other weird and colorful people!
9. The Communist Bloc, 3.24/10, It was active but despite saying hello and introducing myself no one welcomed me (Not saying I'm that needy, what I meant was no one was welcoming), but this region was more active than East Pacific and so it gets a higher score.
10. The hidden region of Florin, 8.95/10, This region is a nice chill place to hang out in, however due to the time differences a conversation can take awhile, but overall a very good region and if you need a place to chill out, this is the place!
11. The Kodiak Republic, 8.9/10, This region was very nice and welcoming, I would recommend it if you want something chill and lighthearted and welcoming. (Recommended by Federal Republic of Therinia)
12. The Pacific, 10/10, this place was wonderful, I truly enjoyed my time here and might end up coming back for a bit to hang out, I would recommend coming here. (Recommended by The atlantean imperium)

A list of proposals that have passed and failed this past week.

PASSED: Repeal of the North-East Pacific Security Treaty - A motion to repeal The North Pacific's 10-year-old treaty with The East Pacific. The vote passed with 38 Ayes to 1 Nay, with 7 abstentions.

PASSED: Endorsement Simplification Act - A bill to simplify the endorsement cap as a percentage of the Vice Delegate's endorsement levels, and grant Frontier Vice Delegates and Delegates the responsibility to enforce their own endorsement caps. It was passed with 23 Ayes to 8 Nay, with 10 abstentions. The debate thread for the bill can be found Linkhere.
