The Imperial Constitution of Kantrias

Article I - Naming and Definitions

  1. This document shall be called the “The Imperial Constitution of Kantrias”.

  2. Kantrias shall refer to the Empire of Kantrias and its territories.

  3. The “Capital” shall refer to the region of Kantrias.

  4. Territory shall refer to any region that is administered as a part of Kantrias outside of the
    Capital.

  5. Law is defined as this document and legislation having received the approval of the Emperor.

  6. The official name for the region of Kantrias and its government shall be the Empire of Kantrias.

Article II - The Emperor

  1. The Emperor is the origin of all authority within Kantrias and is the Head of State of the Empire.

  2. The Emperor reserves the power to interpret legislation and issue punishment for the violation of law.

    1. The Emperor may appoint temporary Justices when they need to be recused from a court case or otherwise cannot attend.

  3. The Emperor is the Commander-in-Chief of the entire Armed Forces.

    1. The Emperor may create, destroy, alter, promote, demote, accept, court-martial, and any other actions they deem necessary within the Armed Forces.

    2. The Emperor may create, remove, or alter the theme of the Armed Forces.

  4. The Emperor is the sole Origin of Honor within the Empire and may create, destroy, bestow, retract, or any other such action Honors and Peerages of the Empire.

  5. A designated regent shall be appointed by the Emperor to assume full responsibility of the latter in the case the Emperor’s duties cannot be properly carried out.

  6. The Emperor may issue Proclamations to exercise their power. A proclamation being an official statement from the throne.

  7. The Emperor is granted any powers not directly granted within this document.

Article III - The Executive

  1. The Head of Government shall be the Arch-Chancellor.

  2. The Arch-Chancellor shall be appointed by the Emperor, and shall serve at their will.

  3. Executive power in Kantrias shall be wielded by the Privy Council.

  4. The Arch-Chancellor shall appoint Citizens as Councilors of the Privy Council

    1. When appointing a Councilor, the Arch-Chancellor must also assign them a specific mandate.

    2. The Arch-Chancellor may change the mandate of any Councilor at any time.

    3. The Arch-Chancellor may remove any Councilor from the Privy Council at any time

Article IV - Succession

  1. The Emperor must maintain a publicly available order of succession.

    1. Individuals on the order of succession shall be referred to as Princes.

    2. The first individual on the order of succession shall be referred to as Crown Prince.

  2. The Emperor may abdicate the throne at any time.

  3. Following the abdication of the Emperor, the Crown Prince shall become the new Emperor.

Article V - Territories

  1. Any region may be subsumed into the Empire by Proclamation of the Emperor.

  2. All Territories will be organized into the following classifications:

    1. State

    2. Vassal

    3. Colony

    4. Crown Territory

  3. Each territorial classification shall be granted based on it’s status in the region, such that:

    1. A State is a fully or partly autonomous region that is considered integral to the Empire.

    2. A Vassal is a non-autonomous region which remains an active region of the Empire.

    3. A Colony is a non-autonomous region which has been newly added to the Empire.

    4. A Crown Territory is a non-autonomous region which is an inactive region of the Empire, such as a puppet storage region or trophy.

  4. The Emperor may reclassify any Territory by Proclamation

Article VI - The Delphinium Court

  1. The Delphinium Court shall consist of the Privy Council, Peers of the Realm, and members of the Imperial Family of Quilor.

  2. The Delphinium Court shall create their own rules of procedure.

  3. The Delphinium Court shall be granted the Right to the Emperor’s Ears.

  4. The Delphinium Court shall be granted Legislative Authority from the Emperor;

    1. The Emperor shall lead the Delphinium Court.

    2. The Emperor may appoint a member of the Delphinium Court to lead in the Court when the Emperor cannot attend court for any reason.

    3. The Emperor may veto any proposals. This power is not transferred when another member is leading the Delphinium Court.

  5. The Delphinium Court shall be granted the right to vote on all treaties.

Article VII - The Kylian Assembly

  1. The Kylian Assembly will consist of all citizens, and shall act as an advisory body to the Delphinium Court.

  2. The Emperor shall appoint an overseer to the Kylian Assembly to lead the assembly.

  3. The Kylian Assembly may propose laws to the Court.

  4. The Delphinium Court may send proposals to the Kylian Assembly to be refined and voted on.

    1. The Delphinium Court is not required to send a proposal to the Kylian Assembly.

    2. The results of voting within the Kylian Assembly are not binding on the Delphinium Court

Article VIII - Rights and Duties of Citizens

  1. A Citizen is defined as any individual who has a Nation within the Empire of Kantrias and has been granted Citizenship by the Emperor or their Privy Council.

  2. Citizens shall have the rights of:

    1. Free Speech,

    2. Association, and

    3. Seeking employment within the government.

  3. Citizens shall have the duty to:

    1. Treat other citizens with respect.

    2. Not discriminate on matters of sexuality, gender identity, race, or religion.

    3. Not slander or misrepresent other citizens.

    4. Conduct themselves with the best interests of Kantrias in mind.

    5. Maintain the harmony of the region.

Article IX - General Provisions

  1. The title of Emperor, and any other such gendered language within this document, shall not restrict members of another gender from holding any office and instead they may alter the title as required.

  2. This document may only be amended with approval from the Emperor.

    1. Amendments to this document may be proposed by the Delphinium Court with a two-thirds majority vote and after passing be presented to the Emperor for approval.

    2. Amendments to this document may be proposed by the Kylian Assembly with a two-thirds majority vote and then be submitted to the Delphinium Court, after which Article IX-C-I applies.

  3. This document shall supersede all other documents within the Empire.
