Vacant Position Amendment (Temporary Governance)

The amendment seeks to ensure that temporary governance is established in all cases where the position of Secretary is vacant.

The amendment shall be implemented immediately.

[list=1][*]If a position is vacated three weeks or more before the commencement of the general election, the following shall apply:
[list=a][*]For the Secretary or a seat in the General Assembly, a by-election shall be held to the elect the new member
[*]For a seat in the Supreme Court, a portfolio in the Cabinet that the Secretary wishes to replace, or a newly-created portfolio in the Cabinet, a confidence vote shall be held to approve or reject the new member nominated by the Secretary[/list]
[*]If a position is vacated fewer than three weeks before the commencement of the general election, the following shall apply:
[list=a][*]For the Secretary, the Speaker shall temporarily assume its responsibilities
[*]For a seat in the General Assembly, a seat in the Supreme Court, a portfolio in the Cabinet that the Secretary wishes to replace, or a newly-created portfolio in the Cabinet, the Secretary shall appoint the new member[/list]
[*]A by-election shall be held through the following process:
[list=a][*]World Assembly citizens may nominate for Secretary by-elections
[*]Electoral citizens may nominate for General Assembly by-elections
[*]All nominations shall take place for one day on the Regional Message Board
[*]If no candidates nominate, the Secretary, or the Speaker in their absence, shall appoint the new member
[*]If one candidate nominates, electoral citizens shall vote on whether to accept them in the following manner:
[list=i][*]World Assembly citizens shall be permitted to vote in a two-day poll
[*]Military Voting and dual citizens shall be permitted to vote on the Regional Message Board in the same period[/list]
[*]If more than one candidate nominates, the following shall apply:
[list=i][*]A group of citizens, henceforth known as the election committee, shall be formed to organise the offsite voting form and to count the ballots
[*]The election committee shall consist of one founder and two non-candidate citizens appointed by the Secretary, or the Speaker in their absence
[*]Electoral citizens shall be eligible to cast a ballot in a two-day vote
[*]Standard general election voting and confirmation procedures shall apply[/list][/list]
[*]A confidence vote shall be held through the following process:
