[list=1][*]A region named ‘Assemblia’ henceforth known as the backup region, shall be maintained for regional security and continuity purposes
[*]The founder of the backup region, titled ‘Assemblia Founder’, henceforth known as the backup founder, shall be controlled by one citizen
[list=a][*]Current founders in control of ‘Leftist Assembly Founder’, henceforth known as the primary founders, shall be ineligible to hold the position of backup founder[/list]
[*]If the position of backup founder is vacant:
[list=a][*]A replacement shall be nominated by the primary founders
[*]A majority of electoral citizens shall vote on whether to accept them in the following manner:
[list=i][*]World Assembly citizens shall be permitted to vote in a three-day poll [*]Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period[/list][/list]
[*]If a nominee cannot be decided by the primary founders:
[list=a][*]An election shall be held with a nomination period of five days and a voting period of five days [*]The winner of the vote shall be elected as the new backup founder [/list]
[*]The community shall only move to the backup region in the event that the security of the existing region is permanently compromised
[*]The move to the backup region may be initiated by the following parties:
[list=a][*]The primary founders [*]The Secretary [*]The Speaker [*]A majority of the Cabinet [*]A majority of the General Assembly [*]A majority of the Supreme Court[/list]
[*]The government, Constitution, and Code of Laws of The Leftist Assembly shall apply to the backup region
[*]In the event of a move to the backup region, a special election for three new founders shall occur through the following process once the Secretary has held the Delegacy for one week:
[list=a][*]An election shall be held with a nomination period of five days and a voting period of five days [*]The winners of the vote shall be elected as the new founders [/list]
[*]The following shall be considered criminal offences:
[list=a][*]Initiation of a move to the backup region in the absence of a legitimate threat to regional security, with malicious intent [*]Failure by an official listed in Section 6 to initiate a move to the backup region in the presence of a legitimate threat to regional security, with malicious intent [*]Failure by the backup founder to open the backup region for the resettlement of citizens upon legitimate instruction, with malicious intent[/list][/box]
