Article I: Citizenship
All nations within Kerbals of the North will be known to this document, and any other documents pertaining to the government, as “residents”. All residents of Kerbals of the North that have joined both the World Assembly and the Discord server are to be considered citizens of Kerbals of the North and will be seen as citizens under the eyes of the government. Citizenship may also be granted to non-WA members upon their completion of an application within the Discord server.

Article II: The Monarchy

Section I

All central power within Kerbals of the North shall be derived from the monarch, which will coincide with and be henceforth called the Flight Director of Kerbals of the North.

Section II

The Flight Director shall be the formal name for the governor of the region which shall be Alinek for the remainder of his activity. The Flight Director may appoint an heir in case of sudden ceasing of his activity with no restrictions on who that heir may be. Once the current Flight Director ceases activity, the heir shall become the new Flight Director.

If the Flight Director suddenly ceases activity without any heir, the current WA Delegate shall become the new Flight Director. The appointment of the new Flight Director under this process shall be undertaken with significant outside support and eye. For the purposes of clarity, this process involves first converting the region to a Frontier, then immediately converting it to a Stronghold, taking about four real life weeks to complete.

Section III

The Cabinet shall be the group of people who are appointed to manage a section of government. The initial ministries shall be of the Interior, Foreign Relations, and Recruitment. Any additional ministries may be created at any time by the Flight Director.

The Cabinet shall eternally be appointed by the Flight Director. Members of the Cabinet may consist of any citizen regardless of political or other orientation. If any member of the Cabinet ceases their activities for a lengthy period of time, a replacement must be made. This replacement may be temporary if the ceasing of activity of the Cabinet member is confirmed to be temporary. If members of the Cabinet are seen as unfit for their duties by the Flight Director they shall be immediately replaced.

The Ministry of the Interior shall be the manager for the community, events, and general wellbeing of the region. They shall be the link between cultural activity and the monarchy. It is the duty of the Ministry of the Interior to maintain activity outside of roleplay within Kerbals of the North. Any event does not have to be confirmed by the Flight Director but the announcement of any event does have to be confirmed.
The Ministry of Foreign Affairs shall manage embassies, link Kerbals of the North with other regions, and keep good relations with other regions. If any embassy region calls for a foreign diplomat to be present in any of their circles, the Minister of Foreign Relations shall default to fulfill that role. Any construction or closure of any embassy must be confirmed with the Flight Director.
The Ministry of Recruitment shall focus on bringing in new members to Kerbals of the North and introducing them to the community. They shall be responsible for the upkeep of the recruitment and welcome telegrams, as well as encouraging recruitment from outside the ministry.

Any ministry is not restricted solely to the minister and may include other nations that are subservient to the minister. Any new nations joining a ministry must be confirmed by the Flight Director.

Section IV

The general moderation of Kerbals of the North within the Regional Message Board and the Discord server shall be done primarily by the Ground and Launch Control which may also be called the Ministry of Control. All members of the Ground and Launch Control are appointed by the Flight Director, and may be removed at any time. The Ground Control is the team consisting of the long-term moderation team while the Launch Control is the team consisting of trial moderators to eventually join the Ground Control or cease being a moderator. The Flight Director has the right to overturn any punishment given out by Ground or Launch Control as he sees fit..

Article III: The Vehicle Assembly

Section I

The Vehicle Assembly shall be the sole legislative body within Kerbals of the North. The number of members in the Vehicle Assembly shall be proportional to the number of residents in the region, rounded down, with one member for every twenty-five residents. Every citizen whose nation is of at least two weeks of age and have joined the Discord server may run to be a member in the Vehicle Assembly. Elections to the Vehicle Assembly will happen once every two months in which all the seats in the Vehicle Assembly will go up to vote.

Section II

Members of the Vehicle Assembly shall be able to propose, vote, and debate on any proposals at any time. Any proposals may pass with a simple majority vote in the voting chamber and be sent to confirmation by the Flight Director. Any vetoes on any proposal that are enforced by either the Flight Director are final and cannot be overridden.

All members of the Vehicle Assembly may propose legislation that affects the entirety of Kerbals of the North. This legislation includes laws and general bills. These proposals are encouraged to take the form of either a dispatch on NationStates or a Google Document.

There shall be a head of the Vehicle Assembly called the Speaker in cases where the Vehicle Assembly has six or more members, equivalent to 150 residents. The Speaker shall manage the Vehicle Assembly in its sessions and debate. The Speaker shall be decided on by the Vehicle Assembly every Vehicle Assembly election and the current Speaker must not interfere with these elections directly. If there is a breach of the Constitution or the rules and manners of the Vehicle Assembly by the Speaker, a motion to elect a new Speaker be initiated by a member of the Vehicle Assembly and shall pass with a two-thirds majority vote in which the new election shall start. If the Vehicle Assembly cannot decide on a Speaker within one real life day then there shall be no Speaker.

The rules and processes of the Vehicle Assembly may be set by the Vehicle Assembly itself. If no definite rules or processes are written then a proposal may be made at any time.

Section III

Amendments may be made to the Constitution at any time by the Vehicle Assembly. They shall be written in a special section at the end of the Constitution and not be part of any section. Amendments may be proposed as any other proposal but may only pass with a two-thirds majority vote and then be passed to the Flight Director for approval.

Article IV: Rights of Citizens and Residents

The rules of the Discord server and Regional Message Board shall be the base framework of rights for all residents of Kerbals of the North. All rights listed here do not pertain to public communication where those rules are present.

Section I

All residents shall have the right to privacy and equality under the forces of moderation.

All residents shall be protected against excessive punishment under the forces of moderation.

All residents have the right to participate freely in all regional and interregional events.

All residents have the right to petition to the Flight Director in order to dispute their punishment of law or moderation.

Section II

All citizens shall have the right to request a hearing with the Flight Director in private in order to have their concerns heard.

All citizens shall have the right to join a ministry.

All citizens shall have the right to be heard by a ministry.

All citizens shall have the right to dual citizenship within another region.

All citizens shall have the right to vote freely in both regional and international elections.

Article V: Conclusion

We, the Kerbals of the North, hereby close this Constitution. It shall take effect immediately.
