Charter Preamble

The People of this great union have cumulated in one cause to establish a better union for all member regions. To support sovereignty, unity and cooperation, we have thus forth established this new charter. We, the representatives of the various regions, do ordain and establish this Union Charter for the United Regions of Valeria on Nationstates and on the affiliated discord server, and member regions. We have resolved to set forth in a coalesced declaration the natural, inalienable, and sacred Rights of Regions.


  • Section I

    1. Establishes the Union of the United Regions of Valeria, which is a union of sovereign regions.

    2. The United Regions of Valeria's government shall be referred to as the Union Government and member region's governments shall be referred to as Regional Governments.

    3. Acknowledges the Wreath and Olive Branch and the flag as official symbols of the United Regions of Valeria

  • Section II

    1. The People of the United Regions of Valeria solely exercise union and regional sovereignty, electing and appointing their representatives. Thus, no authority, individual or a group of individuals other than the duly elected Union and Regional Governments can exercise it. Defines the sovereignty of the People as the ability for the Union Members to elect their Government and decide on the fate of the region.

  • Section I: Member Rights

    1. Right to Speech: The right to express your opinion, your values, and the free practice of the press within NationStates rules shall not be suppressed except in the cases such as egregious hate speech (eg racism), intentionally false speech (ie intentionally lying).

    2. Right to Protest: The right to tranquilly protest government and regional activities. Regions have a right to protest, in a lawful manner, the actions of the Union government.

    3. Right to Trial: All Members shall have the right to an expeditious and public trial by an impartial Equity. Although their activities may be reasonably restricted throughout the server and region pending trial if it is demonstrated that they are likely to damage the region or its reputation or that of the prosecutors pending trial.

    4. Right to Transparency: Every Member has the inalienable right to seek respectful, virtuous and accountable governance and have access without any condition to unclassified information.

    5. Right to Free Initiative and Association: Every Member has the inalienable right to contribute to the emancipation of the region without violating its integrity and NationStates Terms. The act of petitioning, forming parties, submitting joint resolutions and initiatives for the community must be protected.

  • Section II: Member Region Rights

    1. Right to Diplomacy and Defense: Member regions have a right to form their own regional foreign policy and establish their own regional-level standing armies.

    2. Right to Culture and Governance: Member regions have a right to form their own regional cultures and establish their own regional-level identities. In addition, member regions have a right to establish their own regional laws, in which they see fit for their home-rule governance.

    3. Right to Security: Member regions have a right to feel safe in their own regions. Due to that, the Union President is obligated to assist in member region security and may not use union armed forces to enforce union law in member regions.

  • Section III: Sovereignty Of These Rights

    1. The aforementioned rights shall not be infringed upon in any way although the Union Council may impose reasonable restrictions upon the breadth of these rights to ensure their functionality and reasonability within the framework of this document. For a region to be added to the United Regions of Valeria and afforded these rights, they must be proposed to the Union Council by the President and pass by a supermajority vote. Two member regions may be able to block an admission of a new region through a joint resolution of the regional legislatures.

  • Section I

    1. Establishes the term Union Member, which refers to the citizens of the United Regions of Valeria member regions.

    2. In order to become a Union Member of United Regions of Valeria, a nation must:

      1. Reside in a member region;

      2. Hold Citizenship in a member region;

  • Section I: Establishment

    1. Establishes the Office of President in the United Regions of Valeria, who serves as Head of State, Head of Government, and Commander-in-Chief of the Union Armed Forces.

    2. The President is responsible for assisting in the maintenance of regional unity and sovereignty. As well as the implementation and enforcement of the laws written by the Union Council.

    3. A President of the United Regions of Valeria may not serve as a member of the Union Council while serving as President.

  • Section II: Election

    1. The President shall be elected through a public vote of the Union Members of the United Regions of Valeria every other month on the first day, serving a two month term. The term of the incumbent President ends with the closing of the Presidential election. All law-abiding Union Members have the right to run and vote in the Presidential election.

    2. If the President leaves office before their term is over, then there shall be a special Presidential election called by the Union Council.

  • Section III: Authority

    1. On joint Resolutions that passed the Union Council, the President shall have the sole power to either sign that legislation into law, or veto that legislation and send it back to the Council floor. The Council Secretary-General must present the President with the passed Joint Resolution, placing it on their desk. The President will then have 24 hours to sign or veto that legislation, in which, if the President has not made a decision in that 24 hour period, that legislation will be assented into law and take effect.

    2. The President shall have the sole power to grant reprieves, pardons and commutations for offenses against the United Regions of Valeria on all others than themselves. The reprieves, pardons and commutations shall not affect an impeachment process and shall not affect sentences at the regional level, only at the union level, for union charges only. The Union Council may veto the Presidents' reprieves, pardons, and commutations through a supermajority vote up until 24 hours following the moment the reprieve, pardon, and commutation was officially announced in the Presidents official office.

    3. The President shall have the sole power to issue Executive Orders at the union level. Executive orders shall act as union law with the full force of law behind it, equivalent to all other Joint Resolutions except the Charter. The orders may not contradict Joint Resolutions passed by the Union Council and may not contradict this Constitution or be used to abolish or amend anything to.

    4. The President and their authorized representative(s), shall have the power to negotiate treaties with foreign regions on behalf of the Government of the United Regions of Valeria. Through advice and consent of the Union Council, the proposed treaty would need to pass with a supermajority vote of the Council and pass through the legislatures of every member region through a majority vote to be ratified into law. The Union Council may veto the closure or the opening of an embassy by a supermajority vote. The President and their administration may retract the region from a treaty and/or agreement with a foreign region or organization, with the Union Council able to pass regulations on the termination of agreements and treaties with foreign regions and organizations.

  • Section IV: Cabinet

    1. The Union Cabinet shall avail the President in carrying out Union government policy and Union law by managing over individual departments at the union level.

    2. The Cabinet shall be nominated by the President and approved by the Union Council through simplemajority vote each term to ensure transparency. Cabinet members may be removed from their position in the cabinet by the President for any reason.

    3. The President of the United Regions of Valeria shall coordinate and preside over the Cabinets efforts. The President may commission any cabinet member to serve as Acting-President, with the commission of Acting-President further established through union laws.

  • Section I: Establishment

    1. All legislative Powers granted in this Article shall be vested in the Union Council of the United Regions of Valeria.

    2. A member of the Council may not serve as President of the United Regions of Valeria.

    3. The Union Council shall be composed of Councilors who, being appointed by their member regions whom they are officially reside, shall serve until removed through impeachment or replacement. The Union Council shall be presided over by a Secretary-General, who will be appointed by the Union Council.

    4. The amount of seats in the Union Council depends on the quantity of member regions, with each member region being given two permanent seats. Union Members may be appointed by one region at a time, meaning that multiple regions may not appoint the same member for different seats.

  • Section II: Authority

    1. The Union Council shall have the responsibility of enacting union laws known as joint resolutions, raising the union military, and substantiation of nominees to the Cabinet through advice and consent.

    2. Joint Resolutions have the purpose of establishing standards to which the union decides it will not abide by certain behaviors, maintaining order, resolving disputes, and composing union culture. Every passed Joint Resolution before taking legal effect shall be presented to the President of the United Regions of Valeria, who shall either sign it into law or veto it.

    3. The Council reserves the right to create their own rules relating to Council procedure and leadership, called Standing Orders.

  • Section III: Supermajority Requirement

    1. A Supermajority vote in the Council shall consist of a seventy percent majority vote of the voting body for, rounding to the nearest tenth. The Council may override a Veto and Executive Order with a Supermajority vote.

    2. The United Regions of Valeria Charter may be amended by receiving a supermajority of the Union Council. Two member regions may be able to block an amendment to this Charter through a joint resolution of the regional legislatures.

  • Section I: Establishment

    1. Any official of the Union Government of the United Regions of Valeria are subject to impeachment if they commit a malefaction. Impeachment shall be defined as a charge of misconduct made against a person in public office.

    2. For a member of the Union Government to be impeached, a Councilor must bring articles of impeachment and those articles must pass the Union Council by a supermajority vote.

  • Section II: Grounds for Impeachment

    1. Breaking a passed union law is grounds for impeachment.

    2. Committing treason is grounds for impeachment.
