The Misguidance



The Misguidance

This is the formative document of the government of Karma. It is the primary doctrine of the Circles and will unify the region under its tenets.


Tenet 1

There are multiple paths to attaining truth and understanding. Each path is represented by a Circle. Each Circle is championed by a Sage.

  1. The Sages are the Head of State of Karma and are entrusted with ceremonial powers such as:

    1. The establishment of Circles.

    2. Guidance of the region through advisory of the executive and legislative branches.

  2. Circles are established groups that act as the threshold of citizenship within the region.

    1. The number of Circles is always equal to the number of Sages.

    2. Each Circle has certain self-determined processes as outlined in their respective tenets.

    3. If a new Sage ascends, a new Circle is created by that Sage.

  3. The Sages will be responsible for all internal decisions and procedures of The Sages. This includes, but is not limited to:

    1. Appointment and Dismissal of Sages, and

    2. Delegation of Sage duties and responsibilities of Head of State.

  4. This Tenet may not be altered by any proposed legislation, executive order, or other amendatory function without the approval of the Sages.


Tenet 2

One must choose a Circle to begin their journey to truth and understanding. In doing so, one attains the power to act upon the world.

  1. In joining a Circle, a member of Karma attains the right to

    1. Participate in the self-determined processes of that Circle.

    2. Vote on legislation presented to the Assembly of Circles.

    3. Run for public office.

  2. Each Circle determines the process for applicants to join.

    1. Residence within the onsite region of Karma is mandatory to join a Circle and must be maintained to remain in a Circle.

    2. Sages have the power to confirm or deny membership to a Circle once the joining process has been completed, though only for their respective Circle.

    3. Members of Circles may choose to leave their Circle and join another Circle but must complete the process to join the new Circle.


Tenet 3

United, the Circles work in Harmony. Those that have been chosen by their peers trail the path forward.

  1. The Radial Council is the executive branch of the region.

    1. The Radial Council will have the responsibility of maintaining the goals and affairs of the region. They will care for all Circles, all residents of Karma, and all of Karma’s foreign interests.

    2. The Radial Council may organize and operate as it wishes, taking guidance from the Sages into account.

    3. Members of the Radial Council will be called Councilors. There will be three Councilors during each term.

  2. The Radial Council will be elected by a plurality vote for a term of 3 months.

    1. Elections for The Radial Council will be run by The Sages.

    2. Each Circle may present one candidate for election.

    3. Each member of every Circle gets 3 votes, but may not vote for an individual candidate multiple times within the same election.

    4. Campaign periods will be a total of one week, with voting periods starting on the day after the campaign period has ended and lasting three days.

    5. At the end of the voting period, the three candidates with the most votes will be elected to the Radial Council.

    6. Any instance of a tie that affects which candidate is elected will be subject to a 48-hour Runoff Election in which votes may be cast again by all Circle members in order to determine the elected candidate.

  3. Councilors may be recalled by their respective Circle.

    1. The process for recall is determined by the Circle that is attempting to recall.

    2. If a Councilor is recalled an Emergency Election will be held within that Circle, with the Sage of that Circle presiding over the election.

  4. The Radial Council may issue Executive Orders pertaining to their duties as the executive branch of Karma.

    1. Executive Orders may be used to establish sub departments of the Radial Council that enlist the aid of residents to carry out the tasks and responsibilities of the Radial Council.

    2. Executive Orders may be used to establish positions within the Executive for the purpose of delegating powers and responsibilities of the Radial Council.

      1. These positions may only be granted by the Radial Council to members of a Circle.

      2. The position must be clearly named and defined in terms of role and function.

    3. Executive Orders may be used to establish policy as it pertains to the function of the Radial Council, and only the Radial Council, within the legal boundaries as defined by The Misguidance and legal codex of Karma.

    4. Executive Orders may be issued by the Radial Council provided a majority of the Councilors approve the issuance.

    5. Executive Orders may be terminated by the Radial Council provided a majority of Councilors approve of the termination.

    6. The Radial Council must keep a historical record of all Executive Orders that have been issued and must clearly distinguish between Executive Orders that are active and those that have been terminated.


Tenet 4

Freedom of choice is the confirmation of self-determination. There is no decision without the assent of the individual.

  1. The Assembly of Circles will be the general assembly body for the region and will preside over all legislative matters.

    1. Proposals may be submitted to the Assembly of Circles for consideration.

    2. Proposals will have a minimum 48-hour discussion period followed by a maximum 72-hour voting period.

    3. A proposal will pass and be enacted as law if it goes through the aforementioned process and receives a majority vote from the Assembly of Circles.

  2. The Speaker of the Assembly will ensure the process of the Assembly of Circles is adhered to.

    1. The Speaker of the Assembly is responsible for opening and closing discussion and voting periods, as well as maintaining the legal codex of Karma.

  3. The Speaker of the Assembly will be elected by a majority vote of the Assembly of Circles for a term of 3 months, coinciding with the election of the Radial Council.

    1. Elections for The Speaker of the Assembly will be run by the Sages.

    2. Any member of any Circle may declare candidacy for Speaker of the Assembly.

    3. The Speaker of the Assembly cannot simultaneously hold the position of Councilor.

    4. Any instance of a tie that affects which candidate is elected will be subject to a 48-hour Runoff Election in which votes may be cast again by all Circle members in order to determine the elected candidate.


Tenet 5

The journey is beset by trials and temptations. Those who have lost their footing may seek the guidance of the Sage.

  1. The Sages are responsible for Judiciary duties in Karma.

    1. Legal discrepancies, disputes, and questions may be submitted to the Sages for resolution.

    2. The Sages must maintain an archive of all judiciary rulings.

  2. The Sages are responsible for the arbitration of criminal code violations.

    1. Accusations of legal violations may be submitted to the Sages.

    2. The Sages will hear both the accusation and the defense against the accusation, observe all evidence submitted by both parties and come to a decision on the guilt of the accused and the punishment applicable if determined guilty.

    3. Appeals may be granted by the Sages in the light of new evidence that suggests a verdict was incorrect. Appeals may be submitted to the Sages but must be accompanied by new evidence.

  3. This Tenet may not be altered by any proposed legislation, executive order, or other amendatory function without the approval of the Sages.
