Civil Servants (from most senior Ministry to least);
Members of the Electoral College with no office or distinction warranting greater precedence.

Notes:

The masculine or feminine forms for any level stand equal.

Individuals ranked the same level are ordered by membership of a knighthood/damehood (from most senior Order to least) and then by longevity of continuous service at the tied level, and then by longevity of continuous membership of the Electoral College.

When Peers of the Realm take precedence among each other, membership of a knighthood/damehood is not taken into account.

Regardless of the the above rules for resolving ties, former emperors, crown princes and ordinary princes shall always rank ahead of individuals they would otherwise be tied with. As between themselves, seniority shall be granted to those having served as emperor, then those having served as crown prince, and so on; their respective ranking determined by whomever reigned first at their highest imperial dignity.
