Section I

• Citizenship shall be defined as fitting to the following criteria

  • Must currently reside in the region

  • Must have been residing in the region for at least five days.

  • Must either be registered with the World Assembly, or have been given a waiver by the Monarch.

Section I

• Citizens are guaranteed under this constitution the following rights:

  • The right to freely express opinions

  • The right to not be judged by their nations record

  • The right to not be judged by race, gender, ethnicity, sexual orientation, and/or religious affiliation.

  • The right to participate in the General Assembly.

  • The right to vote.
    

Section I

• United Soviet States of Russian Empire is hereby known as the King and is the reigning Monarch of the region.

• The Monarch shall serve as the Head of State.
  

Section II

• The Monarch shall retain sole executive powers. These executive powers are faintly limited to appointing the necessary regional officers as elected by the citizens.

• The Monarch shall retain the ability to veto any bill that does not receive more than 2/3rds of the vote in the General Assembly.

Section III

• The Monarch shall maintain a public register of current political parties.

• The Monarch shall administer and officiate all regional elections, including snap elections.

• In the event that the position of Monarch is vacant, the current placeholder shall appoint his successor.

• In the event of a crisis or raid, the Monarch shall be permitted to usurp emergency powers and therefore act within his jurisdiction to protect the security of the region by necessary means. This emergency power must be renewed on a weekly basis by the Cabinet.

Section I

• Represents the region in the World Assembly; has no executive or legal power.

Section I

• Any Citizen may run for any regional office.

• Citizens wishing to run for any elected regional office must announce their intentions to the Monarch up to a week before the election cycle begins.

• In order to be elected the citizen must have a majority of the vote, and have more than ten votes.

Section II

• Public Offices shall include:

  • GA Speaker, represents the citizens; Organizes votes for approved bills and/or amendments; May call for transparency from members of the Regional Government; Can call for impeachment of members of the Regional Government for unlawful executive action; Regional Government members' votes do not count towards this position's election.

  • Minister of Diplomacy, represents the region to foreign powers; makes sure raids aren't being planned or executed; helps negotiations with potential Embassy Regions; Member of Cabinet.

  • Minister of Communication, represents Cabinet and Roleplay; Informs nations of all necessary regional information; Appoints the Minister of Immigration with consent from the Monarch; Assists Minister of Roleplay; Assists registered media; Member of Cabinet.

  • Minister of Justice, Represents the defense of Justice; Represents the defense of any suspected criminals; Has a say in defending an alleged criminal during the tiral process; May bring forth a case against a suspected criminal; Check for constitutionality or lawfulness of proposed bills to the General Assembly; Member of Cabinet.

  • Minister of Immigration, Manages new nations entering the region; Makes sure no nation is creating a large amount of puppets; Manages recruitment; Reports to the Minister of Communication.

  • Minister of Roleplay, in charge of the roleplay; Makes sure roleplay remains balanced; Organizes roleplay staff; Appointed by the Monarch; Reports to the Minister of Communication.

Section III

• Elections shall be held every six months and terms shall begin at the end of the election cycle.

Section I

• The government, when it shall deem it necessary, shall propose amendments to this Constitution. Proposed amendments to this Constitution must then be approved by two thirds of the citizens.

Section I

• All Citizens are members of the General Assembly (GA)

• The GA Speaker is elected to represent the Citizens of the GA.

• Any bill proposed by the GA Speaker will be voted on, and upon that bill receiving a majority of the vote at the end of the voting period, it will become law.
