Not sure if that was ever made cannon or not, but it's the only explanation I can remember as to why some people Ghoulified when the bombs dropped, while most people outright died.

I'd say Caesar would have a higher chance of surviving post-apocalyptic Chemotherapy than he would becoming Ghoulified.
