I served for around one year, as is customary for TWP, and now it is time to bring in some fresh blood, for the good of both the region and myself.

The same way you affect any stat—issue options. Occasionally you will get issues that will allow you to make major changes (such as legalization) but otherwise it will be a slow crawl.

Gardening? I fought the lawn and the lawn won.
My arms are still sore from weed-eating Saturday. You'd think my jaw would be worse.
At first I wasn't sure I liked these gardening puns, but they've grown on me.
