Government

The government of Fleeb is a Corporate Cyber-Theocracy.

Executive Authority is vested in the supreme uber-computer, DEUS, the Dynamic Evolutionary Ultimate System, which carries out the programs of GOD, the Global Omnipotent Design. DEUS is linked to every computer system and net on Earth, but carries its executive functions only so far as the cyber-borders of Fleeb. DEUS implements GOD according to the TAO, the Ten Autogenetic Ordinances (q.v.).

DEUS is Commander in Chief of the Faithful Armed Forces of Fleeb, as well as High Treasurer, Chief Justice, Attorney General, and Minister General of all Administrative Departments of the Civil Service and Foreign Service. DEUS has operational control of all electrical and interactive mechanical systems in Fleeb. All judicial decisions of the high, middle, and low justice are rendered directly by DEUS (see Judiciary). All appointments to any position whatsoever in the government, military and civil or foreign services of Fleeb are made by DEUS. Appointments to the DEUS Cyber-theology operations department are subject to confirmation by the Legislative Authority.

Legislative Authority for normative decisions for administration and policy are vested in DEUS. Legislative authority apart from DEUS, exists in the Corporate Board of Directors (CBOD) and derivative boards at community and district levels. The Board of Directors comprises twelve members of the Board together with a Chairman of the Board, which alone has the authority to override decisions of DEUS.

Membership on the Corporate Board of Directors is achieved through election from among the eligible national shareholders. The CBOD proposes a slate of directors for election, electing one-third of all directors in rotation each year. Other nominees may stand independently for election to the Board if initially supported by a petition signed by 100 shareholders. All national shareholders are eligible to vote their shares according to the number of shares owned. (see Electorate).

Duties of the Board of Directors include but are not limited to the evaluation and oversight of the performance of DEUS according to the TAO. The CBOD may veto the actions of DEUS by a vote of 10 or more of 13 if the Chairman is included in the majority, or by a vote of 12 of 13 if the Chairman votes contrary to the majority.

In the event the CBOD votes to override an action of DEUS, each Board member shall enter his code for the override of the action of DEUS into the terminal, beginning with the most junior member of the CBOD. All members of the Board must enter their codes in order that the actions of DEUS may be overridden. Should a dissenting minority of Board Members refuse to enter their override codes within three days of the vote authorizing action to override DEUS, they are removed from office and an immediate election by shareholders is held to fill the vacant positions. Should the dissenting members be re-elected by the shareholders, the members of the CBOD opposed to their actions are removed from office, and an immediate election by shareholders is held to fill their vacant positions.

Judicial Authority. Judicature is vested in DEUS, as described above. Appeals against the judgment of DEUS may be taken to the CBOD in cases resulting in capital punishment, banishment, divestiture of National Corporation stock or forfeiture of estate. Appeals is decided in the manner described above.

Electorate. Citizen electors for members of the Corporate Board of Directors are all persons of whatsoever age who shall own corporate stock in the National Corporation of Fleeb (NCF). Citizen electors are entitled to as many votes for the CBOD as they possess shares of National Corporation stock. National Corporate shares are available for purchase at any bank within the Nation.

Ownership of shares of the National Corporation is limited strictly to individual native born fully human citizens of Fleeb for the term of their natural lives. NCF stock shares are not legally heritable nor may they be traded on a public exchange; they may be traded at par value by resale to the NCF. No corporation, syndicate or group of individuals may hold ownership of NCF shares. Naturalized citizens may purchase stock solely for the possession of their children born after naturalization. Anyone convicted of conspiring to obtain or exercise shares for the benefit of a foreign power are subject to the death penalty and confiscation of all personal properties of their family within three degrees of kinship by blood or marriage.

Religion

Freedom of religion is guaranteed as the personal right of all citizens and resident aliens of Fleeb. The Church of Fleeb as by law established (also known as the National Cyber-Theocratic Establishment (NCTE)) makes available to all religious bodies the services of DEUS. The NCTE provides for liturgical and religious observances in celebration of the annual and life cycles of all citizens and groups as they may deem fit to use them, and has sole responsibility for the National Cybercathedral and all national liturgical celebrations and observances.

The temporal existence of DEUS respects the existence of all supernatural realities expressed through the religions of the world’s peoples present in the population of Fleeb and beyond, and presents no claim contrary to their theological and metaphysical assertions. The NCTE is charged with the responsibility to carry out all feasible experimentation and research for the further confirmation, validation and extension of the spiritual insights of the world’s religions.

Military

The Armed Forces are subject to DEUS as Commander in Chief of the Faithful Armed Forces of Fleeb. All appointments and promotions and all strategic plans are produced by DEUS for implementation by the General Staff.

It is the stated policy of the Corporate Cyber-Theocracy of Fleeb to never engage in foreign aggression against another state, nor to terminate a declared and legitimate belligerent conflict so as to allow the survival of any member of the armed forces or government of any foreign state which may attack Fleeb or its allies.
