Froshar Foreign Policy Act 2022(e)

This factbook entry provides an informal summary of the stated legislation.

Note: "The elected government" is intended to mean that these provisions are legally binding on the legitimate government of Froshar, as defined by the constitution.

    [1] Froshar is now a confirmed member of the World Assembly, having succesfully applied on 2022-03-24.
      [a] The elected government is required to acknowledge the World Assembly's authority to pass and enforce international law.
      [b] The elected government is required to abide by international law passed by the World Assembly.
      [c] The elected government is not permitted to unilaterally resign from the World Assembly without first holding a domestic referendum for all registered voters that returns a majority vote in favor of doing so.
      [c] The elected government is permitted to vote in the General Assembly.
      [d] The elected government is permitted to vote on Security Council resolutions.
      [e] The elected government must not participate in World Assembly sanctioned raids without additional supporting legislation.

    [2] This legislation acknowledges that Froshar was created in the South Pacific region.

      [a] The elected government is not permitted to unilaterally leave the South Pacific without first holding a domestic referendum for all registered voters that returns a majority vote in favor of doing so.
      [b] In the event that Froshar is ejected from the South Pacific by raiding nations, the elected government is required to return Froshar to the South Pacific as soon as possible.

    [3] The Froshar government is required by this legislation to fulfil its obligations as a good neighbour in the South Pacific region.

      [a] The elected government does not currently participate in the Coalition of the South Pacific government, but is permitted to do so in future.
      [b] The elected government is required to acknowledge the Coalition of the South Pacific government's authority to pass and enforce region-wide laws.
      [b] The elected government must abide by laws passed in by Linkthe assembly.
      [c] The elected government must abide by the rulings of Linkthe High court.
      [d] The elected government must not violate the Linkcriminal code.
      [e] Froshar is not the World Assembly delegate for the South Pacific region, and may not pursue that position without additional supporting legislation.

    [5] The Froshar government is required by this legislation to fulfil its obligations as a Southern World Assembly Initiative (SWAN) Knight.

      [a] Froshar has and will continue to endorse the appointed World Assembly delegate for the South Pacific.
      [b] Froshar has and will continue to endorse all World Assembly members of the South Pacific Coral Guard.
      [c] The elected government is not permitted to endorse foreign raiding World Assembly members attempting a hostile takeover of the South Pacific.
      [d] The elected government is not required to fulfil its obligations as a SWAN Knight if those obligations conflict with a passed World Assembly Security Council resolution.
      [e] Further to 5c, the elected government is required to withdraw its endorsement of any World Assembly members that are subsequently discovered to be foreign raiders attempting a hostile takeover of the South Pacific without a supporting resolution passed by the World Assembly Security Council.

    [6] The Froshar government has introduced itself to the South Pacific region by following the endotarting instructions laid out by SWAN.

      [a] Froshar formally endorsed all active World Assembly members listed in the endotarting guide on 2022-03-24.
      [b] Froshar will continue to endorse those World Assembly members unilaterally as directed by the Coalition of the South Pacific government.
      [c] The elected government is permitted to send formal requests for reciprocal endorsements from other World Assembly members in the South Pacific.
      [d] The elected government is permitted to accept endorsements from other World Assembly members in the South Pacific.
      [e] Outbound World Assembly endorsements should not be construed as IRL endorsements of those nations' governments, laws or political views.

    [7] Froshar is not a member of the South Pacific Special Forces (SPSF), South Pacific Coral Guard (SPCG) or Council on Regional Security (CRS).

      [a] The elected government must amend this legislation if it chooses to join any of these organisations.

    [8] Any views expressed by the elected government should not be construed as the views of the IRL player or their employer.

Amendments passed for this legislation:

    [a] Initial passage of legislation authorising the elected government of Froshar to apply for membership of the World Assembly.
    [b] Amended legislation to confirm Froshar's membership of the World Assembly and new status as a Southern World Assembly Initiative (SWAN) Knight.
    [c] Amended legislation text so that references to Linkthe South Pacific forums could be updated.
    [d] Amended legislation to confirm how the elected government must react if a raiding nation is endorsed accidentally or Froshar is ejected from the South Pacific by raiders.
    [e] Amended legislation to confirm that the required confirmatory referenda for unilateral withdrawal action must be held domestically and require a majority voting in favor of such action. This was in response to a High Court ruling in the "Frosharians for Solitude vs The State" lawsuit that confirmed previous wording was ambiguous enough for an elected government to hold a referendum abroad with five people and then proceed regardless of the result. An emergency amendment was passed to resolve that legal loophole and reaffirm the original intent behind 1c and 2a.
