The Terrestrial State of Xhya-zsatis 03b, commonly referred to as Xhya-zsatis 03b or simply Xhya-zsatis, stands as a coastal, self-governing entity within the East Pacific region, occupying a small part of Central America. It is a key territorial outpost of the Interstellar Federation of Xhya-zsatis 03b, an expansive intergalactic nation sharing its name with the terrestrial state. The original planet, Xhya-zsatis 03b, from which the Federation and State derive their names, is situated in the Xhya-zsathis quadruple star system, nestled in the LinkCarina-Sagittarius arm of the LinkMilky Way galaxy.

Over the course of approximately 13,800 LinkSolar years, the Interstellar Federation of Xhya-zsatis 03b has gained acclaim for its unrelenting diplomatic initiatives throughout the Milky Way and beyond. It has embarked on a grand mission to bridge intelligent civilizations within the LinkLocal Group by sending envoys, referred to as mediators, to planets where the inhabitants have entered the nascent Spacefaring era. The Federation, despite being scientifically superior to the civilizations they engage with, mandates their mediators to adapt seamlessly to the societal, cultural, and technological fabric of the local population. Envoys are instructed to refrain from exhibiting higher knowledge and expertise to maintain equilibrium with the planet's indigenous civilization.

Historically, the Federation's first engagement with Humanity is documented on the 15th of September, 1947, as per the LinkGregorian calendar. Following a year of intense diplomatic dialogue and preparations, the establishment of the Xhya-zsatis 03b colony on LinkEarth was officially declared on the 18th of September, 1948. Subsequently, the Earth-based colony of Xhya-zsatis 03b emerged as a significant power within the East Pacific, a result of their diplomatic acumen and extensive support from the overarching Federation. By 2022, the colony had earned the status of an autonomous Federate outpost, gaining complete control over its local governance.

Economically, Xhya-zsatis thrives, driven by substantial public investment in healthcare, safety, and education. It scores exceptionally on global metrics such as the LinkHuman Development Index and LinkGDP, an indicator of the nation's commitment to its residents' welfare. It also enjoys a strong international reputation as a premier tourist destination, courtesy of its acclaimed artworks, diverse landscapes, and well-preserved natural reserves. Etymology and pronunciation


In Xhíaton, the national language of Xhya-zsatis 03b, the name "Xhya-zsatis" is derived from the composition of the frequently used root xhía and the word saados in Xhíaton. "Saados" is an archaic xhíatoni that can be dated back to the Late Zealous period of Xhya-zsatis. It can be translated to "brightest" or "monarch" in English. The extremely common root xhía that can be found mostly as xhya in modern Xhíaton is a severely jargonized term that could be translated as "self", but meaning the "Xhya-zsatisian civilization as a whole" at the same time. Hence, "Xhya-zsatis" can be best translated as "We, the Brightest Civilization".

The name of "Xhya-zsatis 03b" follows the naming convention defined by the Intergalactic Astronomical Committee (IAC) for planets found in multiple star systems. It marks the planet that's second in orbit ("b") around the star system's 3rd ("03") largest star. The proper name Xhya-zsatis was given to the star system by its original inhabitants, the Xhya-zsatians.

Although the original name of the star in question is Ürethyná and the planet's name is Xhitan, the official name was changed in compliance with the IAC's rules on planetary and stellar naming schemes, when the Xhya-zsatis civilization became fully interstellar. Mediator colonies on planets of the contacted spacefaring civilizations always bear the same name of "(Federation of) Xhya-zsatis 03b" since then, unambiguously displaying their connection to the Federation.

In English, the pronunciation of "Xhya-zsatis" is Link[ ki:a-za:ðɪs ] KEEA - ZAA - THIS, with no pronunciation differences between the distinct English dialects.

History


Prelude to the first contact
Earth was a target of early observations, commenced by the Interstellar Federation of Xhya-Zhatis 03b, starting from 3250 BC in Terrestrial time measure. Any observation made on planets in the Local Group requires the collaborative effort of the Xhya-zsatisian spaceflight organization, the Federal Deep Space-Travel Agency (FDSTA) and the Local Group Mediator Institute (LGMI), where the latter is responsible for the development and supervision of the standard operating procedures for surveillance, contact and diplomacy with other civilizations. Civilizations are given up to 6500 Solar years from the start of early surveillance before deemed to be incapable to ever reach the Spacefaring era. The definition set by the FDSTA says that a civilization is considered to be "Spacefaring", when they achieve the first successful spaceflight and reentry with a living entity on board unharmed.

On 20 February 1947 in Terrestrial time measure, Humanity Linksent the first living animals (Linkfruit flies) into space on a U.S.-launched LinkV-2 rocket. The fruit flies were later recovered alive, thus classifying Humanity in the spacefaring category. The observation of this milestone was made by the EARTH-O2 Surveillance Satellite and was later analyzed and confirmed by a joint committee of the FDSTA and the LGMI on 26 February 1947. Taking 5197 Solar years to reach this level, Humanity was placed in the upper 84th percentile of the fastest civilizations getting to the Spacefaring era, scoring 17 out of 50 points in the LGMI's Development Momentum Index. Despite it's low rating, Earth was still qualified as a target for a diplomatic contact attempt. This achievement of Humanity automatically ended the surveillance phase of Earth and immediately invoked the "Good Neighbour Act" of the LGMI that maps out the procedure of firmly, but peacefully contacting a young civilization with the intent of building close diplomatic relations and cooperation. During the months of March and April, a supervising Mediator board led by Fientiyy Xhialos and a supporting colonizer fleet was equipped to approach Earth and make contact with humans. Launched on 5 May 1947, the Mediator fleet followed the Alcubierre routes along the Carina-Sagittarius Arm without any interference, crossed the heliosphere of the Sun on 11 June 1947 and reached the vicinity of Earth the next Solar day.

First contact with Humanity (July 1947 - December 1947)
Several possible methods were discussed by the LGMI in prior on how to initiate contact with Humanity. LGMI lists virtually all possible scenarios that Mediators have to take into account, when contacting a young civilization, while also proposing a solution scheme for each of them that Mediators strongly encouraged to follow. One of the more standard approaches of crashing probes on the planet for the local population to stumble upon, were employed on 5 different occasions throughout June and early July. Probes are tactically crashed at locations where there is a high chance for the local population to find them, but isolated enough to avoid any significant attention, mitigating all public outrage and/or panic. Because of the slightly too careful approach, only Linka single probe was found on the 16th of June near LinkCorona, New Mexico, and was later recovered by local authorities from the LinkRoswell Army Air Field on the 7th of July. Upon its discovery, the Mediator fleet suspended plans on the crashing of further probes and waited for results from this one.

All probes carried magnetically sealed analogue storage modules with strongly magnetic markers around them to attract attention and to assure that people analyzing the debris will find them. Data storage modules contained detailed information about Xhya-zsatian Mediators and their goals, as well as instructions on how to contact the Mediator fleet, which Humanity eventually did on the 15th of September. The first message by humans was transmitted at 22:42 (UTC) via a 435 MHz VHF focused antenna, located at LinkHawaiʻi on the LinkMauna Kea volcano at 3,500 m (11,484 ft) altitude. It contained the short sentence "This is Humanity speaking, can you hear us?", repeated 32 times in English. An assertive answer from the Mediator fleet arrived at 22:45 (UTC) and was received via a Linkradio telescope with a dish of 12 m (39 ft) in diameter, located in the freshly founded LinkMullard Radio Astronomy Observatory near LinkCambridge, LinkUK.

Initial talks were focused on assuring the peaceful intentions of Mediators and preparing the ground for more serious negotiations. The core team of the human negotiating party that served as the official delegacy was consist of 12 head of states, namely the head of state of Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom and the United States. A large supporting team of nearly 350 personnel was working behind the scenes to help the decision making of the delegacy members aiding them in every way possible.

Establishing a colony on Earth (December 1947 - September 1948)
The initiation of the Xhya-zsatis colony on Earth embarked on an intricate planning phase, bringing to the fore experts across diverse fields from both participating sides. The mission was to navigate the labyrinth of challenges and complexities inherent in achieving a seamless and productive integration. To this end, a joint committee was assembled, consisting of diplomats, scientists, engineers, and cultural experts from both the terrestrial governments and the Interstellar Federation. This committee's task was to create a holistic strategy addressing both infrastructure development and cultural amalgamation, with several specialist working groups established to focus on specific areas within these broader categories.

This planning process necessitated an evaluation of potential hazards and stumbling blocks, including the prospective impact on Earth's environment, geopolitical tensions, and cultural misunderstandings. To mitigate these issues, contingency blueprints were formulated and a communication framework was established to encourage ongoing dialogue. Federation mediators undertook comprehensive training to grasp Earth's diverse cultural norms, languages, and customs. Meanwhile, Earth's delegates attended workshops and seminars designed to impart knowledge about the Xhya-zsatisian societal norms, technological prowess, and core values. These steps aimed to ensure that all parties were fully prepared for future interactions and collaborations within the colony. Additionally, exhaustive simulations and rehearsals were conducted to test the viability of the proposed plans, identify potential problems, and refine the strategies, thereby ensuring robust and effective implementation. The overarching objective was the establishment of a colony symbolizing cooperation, spurring positive change and development for both civilizations.

In order to identify the perfect location for the colony, the Xhya-zsatis mediators undertook a meticulous analysis of Earth's varied environments. Factors such as climate, resources, and geopolitical considerations were taken into account. Their analysis eventually pointed them to a captivating coastal region in Central America, known for its lush jungles, untouched beaches, and rich natural resources. This locale offered the requisite seclusion, while still promising substantial opportunities for trade and interaction with neighboring nations.

The grand ceremony on September 18, 1948, was marked by a series of speeches by distinguished delegates from both Earth and the Interstellar Federation. These addresses underscored the importance of unity and cooperation in sculpting a brighter future for both civilizations. Cultural performances exhibiting the varied traditions of Earth, along with the unique artistic flair of Xhya-zsatis, enthralled the attendees. As a symbol of their mutual commitment, representatives from both sides planted a tree that integrated elements from both Earth and Xhya-zsatisian flora, symbolizing the budding partnership between the two civilizations.
