Issues that give minor liberties to the population seems to severely drop ideological radicality but issues that seriously restrict the population barely make my ideology radicality climb.

Well that's what I thought. I have a high economy and fairly high political freedom and low civil freedom. I just did an issue that lowered politician freedom by 20%. But it made my ideological radicality increase by over 10%. Shouldn't it have done the opposite?
its because average for civil rights and political freedom are considered to be 57.33
