Because puppet masters, for the most part, already know the game and aren't looking for where to move, they already know. So it's a waste of time for a recruiter to tg them because there's no chance that the recipient moves here most of the time. The recruiter still gets credit for sending the tg, but the goal is to bring in new people and that is very unlikely when telegramming a puppet. The problem is that much of the time you don't know it's a puppet. Some folks might be kind and call it NewNation0001, NewNation0002, etc. but that's the exception rather than the rule. I rarely wasted my time with puppets if I could identify them.

The success rate a recruiter has can also be a point of pride. A well written telegram can give better results than a poorly written one, which is reflected by that success rate. Puppets mess that ratio up by potentially flooding the game with new nations that have 0% chance of moving to a particular region, and so what happens is the more that the recruiter sends telegrams to those puppets, the % drops which can make it appear that the telegram being used might not be very good, when in truth it's that the target audience was wrong, not the tg.

Absolutely not. I keep a few here myself. The discussion began as my answer to why Jabber might feel that the puppets make recruiting tedious, and was only intended as a mathematical exercise to explain his viewpoint. Puppets themselves are fine, and welcome here. The only point was that it's hard to actually recruit a puppet, which can make it feel like wasting time.

Aerso explained it very well. Card farmers create puppets with a particular destination already in mind. There's no point in TGing them. Since card farming began my success rate has fallen to less than half its former rate.
