You are free to govern your own nation as you see fit, mistakes and all. As to reverting it, some issues will eventually come back around and let you change your mind; other issues may allow you to change policies. But I wouldn't read too much into the "flavor text" or descriptions from the issues; they're exaggerated and often silly or ridiculous on purpose.
