Wysonia Palace, Venova - The State Visit
A state banquet was held at the Palace of Wysonia in honour of the visit of the King of Sullis, for the occassion His Majesty the King presented the King of 
Sullis with the insignia of a Stranger Knight of the Most Venerable Order of the Blue Cross, Venova's most senior Order, given to those who make a significant contribution to the development of foreign realms or service to Venovan foreign relations.
During the banquet His Majesty the King gave a short speech to the assembled peers, bishops, generals, admirals and other dignitaries:-
"Your Majesty, Lords, Sirs, Ladies and Gentlemen,
This is the first state visit performed under my reign and what a way to start! Than to have such a good friend of this nation, the King of Sullis visit.
I am confident that we are already starting to see the positive effects of the state visit, the way we were cheered on our way to the palace this morning was quite something!
I pray, as I'm sure you do sir, that the alliance between our nations may live for many more years and the same for the Alliance of Monarchs.
I hope that soon I will be able to pay a visit to your Majesty in Sullis.

2024 Constitution of the Alliance of Absolute Monarchs
Written by the Kingdom of Venova on the Twenty-first day of March in the second year of His Majesty’s Imperial Reign and in the year of our Lord two thousand and twenty four and approved by the Estates-General on the fifth of May and given Imperial Accent on the sixth day of May in the second year of His Majesty's Reign and in the year of our Lord two thousand and twenty four.
1: The Emperor
The Emperor is the sovereign of the Alliance, especially in regards to international relations.
Where the Estates-General is silent, the word of the Emperor is law.
The Emperor has exclusive authority to declare war, make peace, and enter into treaties.
The Emperor may issue Imperial Edicts by decree which have the force of law. Where there is a conflict between an Edict and legislation passed by the Estates-General, the Estates-General takes precedence. Imperial Edicts may be overturned in whole or in part by subsequent decrees of the Emperor, or by a two-thirds vote of the Estates-General.
The position of "founder" of the Alliance entertains no constitutional role for the Alliance.
The Emperor is not a tyrant, with arbitrary authority over his subjects. He is a sovereign prince who rules according to law, and with regard to justice.
The Emperor may, by his own volition, abdicate by Imperial Edict. After abdication the powers of the Emperor move to the Lord-Protector, where an election must be called within six weeks.
Where the Emperor is aware of an absence from the Alliance he may, by Imperial Edict, create one of his ministers to be regent until his return.
The Emperor shall have the following privileges in the administration of the Alliance: Executive (Governor), Appearance, Border Control, Communications, Embassies, Polls.
1a: Election of the Emperor
The Emperor is elected by the member states, being signatories to the Alliance (see Article 4), at such a time when the serving Emperor should abdicate or cease to exist. If the prospective pretender meets the single qualification of World Assembly membership, he may be elected if he receives a simple plurality of the vote in the Estates-General. Once elected, each member of the Estates-General must endorse the ruling Emperor.
Before an election may take place, candidates will be recognised by the Prince-Electors of the Alliance, without doing so will invalidate the candidate from running for the throne.
2: The Estates-General
The Estates-General is the legislative branch of the Alliance, motions may be put forward by any full member of the alliance to be voted on. If a Bill passes by vote it will become law.
All member-states will be and are automatically allowed a voice and vote in the Estates-General.
The Emperor may appoint a Marshal of the Estates-General at his will to organise debates and votes of the Estates-General.
The Emperor may appoint a Chancellor to be head of the Imperial Government. The Chancellor may assume the responsibilities of the Emperor and of the Marshal of the Estates-General should either be inactive.
The Chancellor is responsible for the daily conduct of the government of the Alliance, on behalf of the Emperor. His decisions may be overturned by the Emperor, and stand according to his discretion.
The Chancellor represents the Emperor in relation to the Estates. The Chancellor may appoint a council of his own to assist him in his duties, and the council and its members must be made known to the Emperor and the Marshal, however formal approval is not necessary.
The Chancellor may be dismissed at the discretion of the Emperor, and may be impeached by the Estates by petition of no less than half of the membership of the Estates. The Emperor is responsible for filling any vacancy which may arise.
The title "Lord Chancellor" shall be used to refer to the Chancellor of the Alliance or any former Chancellor of the Alliance as a gesture of honour and respect.
The Chancellor shall have the following privileges in the administration of the Alliance: Appearance, Border Control, Communications, Embassies, Polls.
The Emperor may appoint other ministers for other more specific areas as and when the need arises. Such as:
2.a: Minister of the Interior
The Minister of the Interior is appointed at the discretion of the Emperor, and serves at his pleasure. The Minister may advise the Emperor on matters of domestic affairs. The Minister of the Interior is also responsible for maintaining domestic security and tranquility, and routing out sedition, treachery, and espionage. To this end, the Minister may establish relevant committees, councils, and institutions, according to the consent of the Emperor.
The Minister of the Interior shall have the following privileges in the administration of the Alliance: Border Control, Communications, Polls.
2.b: Minister of Foreign Affairs.
The Minister of the Interior is appointed at the discretion of the Emperor, and serves at his pleasure. The Minister may advise the Emperor on matters of foreign affairs and diplomacy. The Minister of Foreign Affairs is also responsible for recruiting, and appointing ambassadors and establishing embassies.
The Minister of Foreign Affairs shall have the following privileges in the administration of the Alliance: Border Control, Communications, Embassies, Polls.
2.c: The judiciary of the Alliance.
The Lord Chief Justice is the chief magistrate of the Alliance, and is appointed by, and serves at the pleasure of, the Emperor. The Lord Chief Justice is responsible for establishment of courts, and the appointment of prosecutors, judges, magistrates, and justices of the peace. The Lord Chief Justice may also appoint Attorneys General for his own advice. The Lord Chief Justice shall hear all cases related to the constitution, the Emperor, and the Estates, and shall have the final word in such cases unless overruled by subsequent legislation.
The Lord Chief Justice shall have the following privileges in the administration of the Alliance: Border Control, Communications, Polls.
3: Religion
The Imperial Religion is Christianity, to which all members are asked to respect and protect.
The Imperial Council of Churches is the Alliance’s union of churches. All churches of all nations in the Empire, christian or not, are invited to join to encourage faithful co-operation between the states.
The Chancellor may appoint a Chaplain to be head of this council.
4: Membership
All nations within the region of the Alliance of Absolute Monarchs are considered citizens and memberstates, and may be equally protected under the law. However only member-states may vote in the Estates-General and vote for the Emperor.
5: Miscellaneous Points
This constitution shall be made law by a two thirds majority vote of the Estates-General and by Imperial Assent of the Emperor.
This constitution may be amended by a two thirds majority vote of the Estates-General and by Imperial Assent of the Emperor.

His majesty, King Alexander I & his company have finished their state visit in the Kingdom of Venova today, remarking the importance of such meeting and noting the generosity of King William VI with his most humble invite.
The visit included the discussion of shared political, economical, and social matters of importance, including the current state of the alliance and the vote for the new constitution, hoping that upon the passage of the vote, a new age of light will emerge in the future.
We, as a state also gracefully accept the orders and honors issued by His Majesty's to our beloved King, and we consider them to be an honor to the whole nation.
In the end, a memorandum of understanding between our governments ensure better economic relations and exchange of experiences in all fields, including a joint training exercise between the Royal Sulli Navy and the Royal Venovan Navy to be held later in August.

With regards to the vote for the new constitution, the Court has reviewed the proposed drafts, have made changes as seen fit, looked for any possibility for a loophole or such, then blessed the current draft.
And after deliberations and tribulations heard at the Court, and after verifying the votes with the Marshal of the Estates General 
Routcher. The Court hereby announces any old constitutions or drafts, whether implented or not, to be null and void. And for this draft to fill in the place of the constitution unless any changes are made as seen fit -per section 5-. And for this draft to be transmitted and delivered to all member-states and whom it may interest. And for all member-state to swear to uphold to the fullest extent.
Our order will be communicated to the competent authorities for approval and implementation. So help us God!

Your Royal Majesty, and members of the Alliance,
I have noticed an issue with the new Constitution.
Recognizing that the court has already blessed the document, I still wish to present my concern.
Article 5: Miscellaneous Points, states that "This constitution shall be made law by a two thirds majority vote of the Estates-General and by Imperial Assent of the Emperor."
However, the vote was passed with 7 in favor and 1 opposed. Given that each member-state of the Alliance is a voting member of the Estates-General, a two-thirds majority vote of the Estates-General would require 16 votes in favor. As it stands, a majority of the Estates-General did not vote at all. This will raise concerns over the legitimacy of the document.
I recommend that the Emperor or his Court make an Edict or some other declaration acknowledging an error in the language of the document, and that the intended wording was "two-third of the votes cast" rather than "a two-thirds majority". This would keep the document intact, but would allow for a simple edit that would bring our laws up to the standard of our practice.
The alternative is to either keep the document as-is with the questionable legality or to start over from the beginning with another voting period for a new document with the wording changed.
I make these remarks only to fulfill the duties of my office, not to harm or critique the esteemed members of the Alliance or His Imperial Majesty.

The Court has already made that remark during its hearings, however it seems that the draft was not updated accordingly;
Article 5 should be rewritten to read: “This constitution shall be made law by a two thirds majority vote of the Estates-General votes casted by the Estate-General and by Imperial Assent of the Emperor.”
