Well, in short, the Ministry of Foreign Affairs, or MoFA, as I call it, is basically a voice of diplomacy in the DSA. The Ministry is the DSA's voice to other regions, and its main focus is to maintain diplomatic relations with our allies, coordinate foreign policy and communicate with other regions. Sounds a tad boring in text, but it's a very interesting job: you get new perspectives, meet new people, and get new experiences!
So.. you're the one that's actually the public face of the DSA to the world?
In a word, yes.

Uhm, no. Major foreign policy decisions are taken with the approval of the Cabinet, and they're often discussed in Congress, if necessary. Plus, this dispatch will also contain recent news about foreign affairs-related matters, so the ordinary MoC or Resident can easily hold the Ministry to account if it does something wrong.

We do have an Ambassadorship system. If you know what is the basic concept of an ambassador, you'll recognise what this is. Basically, you're posted to an allied region where you become the face of the DSA. You become friendly with that region, and every 15 days send a report back to inform the Ministry of the latest developments in the region.

No. Dual citizens are welcome to join the Ministry. They can even be Ministers, provided that they don't hold World Assembly Delegate or Foreign Affairs position in another region.
