Can I propose a position in the administration which is directly elected by all the member states, known as "Represetor", who will hand portfolios to the member stateshe seea fit for role-playing purposes in this region. Basically, a person who controls the role-playing in the region for a better regional experience of the game.

I would be in favor of that office, since you have polling authority, could you create a poll with the explanation of the office for all of us to vote on?

My idea is the office of President is tied to the WA. Right now since there is no constitution the "State Council" will pass any important laws. While that is fine for the short term, I feel we need to have a permanent constitution in place, that regulates elections, legislative proceedings and judicial authority. I would welcome any and all ideas, my thoughts are if we adopt we can expect a lot of growth. Within the constitution I would like a complete listing of officers elected and appointed. I would like to start a conversation regarding all of this. Keeping in mind the we have players living in the State of Texas, in the affected flooding areas, we do need to give them time to participate.

Can I point out that anything that is discussed now is not necessary to be followed. This is the planning of the basic block of our Constitution.
However, for this we do require a member who will note these discussions and ultimate decisions in these deliberations. This post can only be filled up by a member who can give tha necessary requirements, primarily time.
Durther, reminding that any decision now is not "legally binding", I think that there is no reason to hold polls now, except for the positions on tue regional administrative board. I think at this point we must first deliberate and decide on these positions, and the powers that come with these.

I am a bit perplexed aboit the role of the "Representor" I had proposed. In theory, he should be able to make his apponintments, and he is to be elected by the member states.
So, oir options are:-
1) We merge the offices of WA delegate, Representor amd President to form a post filled only by WA members, elected by the states, after which the WA members themselves also have to agree, like an Electoral College.
2) We create the post without any power of appointment, which we leave to the executive powers, who may or may not be legally obligated to take desired action.

I will like to set a poll for this purpose, in a days time. If anybody feels that they can propose any extra options, please write and let me know.

I try and come up with a "Transitional Government " law proposal later today, this will include basic governmental roles, the office off representor will also be incorporated. I'll make sure to mark the law PROPOSED so we can have feedback, and make any changes.

Basic law will govern the region until the adoption of a constitution.

Regional government Officers

CHAIRMAN OF THE STATE COUNCIL:
The Chairman of the State Council is tied to the office of the founder, the CSC is the nominal head of state, he/she appoints the Commander in Chief of the Armed Forces, and may in times of distress or imminent danger to the region has the authority to declare Martial Law. He approves the appointments of the President, and serves as a voting member of the State Council and as a member may introduce legislation. The CSC has Presidential pardon authority, but normally will defer those powers to the President. (See President below)

Since the founder is controlled by three nations, only South Waterford is permitted to voted on regional matters.

PRESIDENT: The President is tied to the office of the World Assembly delegate, as such the President is the head of the administration of government in the region. He represents the region in the World Assembly, at home and abroad, and has the authority to create and appoint and dismiss regional officers, subject to the assent of the State Council. In times of distress and danger the President can request the Chairman of the State Council to declare Martial Law. The President may present legislation to the State Council, and may request delayed voting on legislation up to five (5) days. The President has the authority the pardon nations without consent of the State Council, for any crimes that may have or may not have been committed.

VICE-PRESIDENT: The Vice-Presidential duties are to assist the President in the administrative duties of the region, if the President is absent from the region for more than 2 days and 1 hour, the VP shall automatically become acting president, the CSC will assist the Acting President either the discharge of duties on the Executive side.

PRIME MINISTER: The Prime Minister is appointed by the President, with the consent of the State Council. The PM is the chief legislative officer of the State Council, and directs the daily operations of the Regional government. He/she has the authority to propose new officers of the Region for the President's approval. The PM is also in charged with recruitment and may appoint a recruitment officer subject to the President's appointment.

FIRST DEPUTY PRIME MINISTER: The FDPM shall assist the PM in his/her duties regarding the administration of the region. In addition to those duties he/she is the Regional polling officer and is the Representor in charge of roll playing for the region. Should the PM be absent from the region for more than 2 days and 1 hour, he/she shall assume the role of Acting Prime Minister, discharging those duties with full power and authority.

SECRETARY OF STATE: The region's SOS is appointed by the President on the advice of the Prime Minister and is in charge of foreign relations.

MINISTER OF THE INTERIOR: The Minister of the Interior is appointed by the President on the advice of the Prime Minister, and regulates trade between the member nations.

Current incumbents in office, shall remain in office throughout the transitional period. The State Council of the region shall have full force and authority to make laws that will remain in effect until a permanent constitution is put into effect.

We need to adress the issues of elections to posts, and removoval of a nation from post in our Constitution.

And yes I feel that we most definitely must allow the constitution to be amended, this week I'll try and draft a constitution, so please all of the member nations post your ideas and feedback

In your proposal for the regional administration, South Waterford has proposed the the role of Representor be held by the First Deputy Prime Minister.
However, I think that the Prime Minister should undertake this function, as he is the leader of the lower house, and is elected by yhe regions.

I agree, looks like the poll is currently favoring that as well, at the conclusion of the poll, I'll redo this to include that change, then we can put it up to a poll, agreed?

Topic: Role of Representor
The recent poll has brought forth the want of the Member States.
The role of Representor is to be borne by the Prime Minister, which recieved 4 of the 5 votes cast, as opposed to it being borne by the President, which received only 1 of 5 votes cast.

I would like to amend this proposal, transferring the duties of the representor from the FDPM to the office of the Prime Minister, granting the PM the authority to delegate those duties if he or she sees fit.

The polls held regarding this proposal, which was held and whose result has been declared, had asked the powers to be transferred to the PM, instead of the FDPM, which is your new proposal.
If seen necessary I will hold the polls again, if one or more nations request such.
