Your situation is the same as ours was, a founder having CTEd. We switched to a frontier, waited the requisite 2 weeks, then switched to stronghold, waited another 2 weeks, and now we have a governor who has all the powers our founder used to have and 2 successors in the event they CTE aswell.

I'd just like to echo this. I used to be the WA Delegate for Forest (after Ransium stepped down in Aug. 2021), and then when our Founder, Errinundera, CTE'd in Mar. 2022, I became the Executive Delegate, like Garchyland is for A Liberal Haven. Garchyland could certainly initiate the changes. There would be a 14-day countdown to Frontier, and then a 14-day countdown to Governor, at which point Garchyland would become, in terms of gameplay mechanics, invincible. You can keep the password during the month-long transition process (we had a password for security purposes, too), and then once the Governor is installed, you can drop the password and open the region back up to the world.
Personally speaking, I would strongly recommend thinking about it. Otherwise, you've really got no choice but to slowly wither away behind the password or be overrun by raider nonsense. As Governor, you can take the Executive power away from the Delegate (which I did), so even if raiders took over the Delegacy, they can't actually do anything. And as Governor, you can eject/ban nations with no influence cost, so turning away invaders can be done in seconds with nothing lost except your time.
I'm happy to discuss this more with anyone by telegram, or you can pop over to Forest and ask about it on the RMB. From what I can tell, we're all very happy that we did it, even though that month-long wait became a little tedious because we're used to a gradual influx of newcomers.
You (Garchyland & citizens of ALH) can easily create a new life for A Liberal Haven, should you choose to do so. The update was made for situations like this, as far as I can tell. 😄🌱☀️
