You can join the government if you want, first 4-5 nations that joins the region can join the government, until region grows enough for elections. At that time they are free to participate in the elections as everyone.

In that case, I would like to be a diplomat.

Since you are diplomat now, you can write a new embassy dispatch, i will pin it. You can also start establishing diplomacy(embassies) with other regions, just dont with extremists(regardless of their politics).
Until now i randomly eatablished embassies since region is new, but you can start to focus on specific ones.

Aztecs were agricultural warrior society, very food production focused and very war focused(militaristic), but also very religious, almost a theocracy.
So agriculture, similar to eco-friendliness(hence the tag), religiousness and militarism, if it helps deciding what kind of regions we look for to establish embassies, maybe eco friendly one, religious and defenders.

Aztecs were raiders IRL, but due to NS game mechanics i'd rather be neutral, or defender if members insist on participating in NS R/D wars.
For time being, i dont want Tenochtitlan to raid, because the game tilted extremely to one side. Participating in raid today is basically griefing, not war where both sides enjoy the game.
