Hart's already a communist, a big betrayal to the business community, nationalizing failing companies would only do as much as birthing a zombie company (a term to describe a business that's supposed to fail but didn't because it's supported by either the government or an outside factor, being terribly out of fashion and crowding the market, for example a company making analog cameras in this digital age)

Also, immigrants are actually beneficial for the economy (because free talents, very exploitable). If Hart wants more native Westmorians being employed, he should've increase the minimum wage for immigrants (making them a lot more expensive than native worker).
