Firstly, don't take the Issues and their results too seriously. It's purely a text-based side quest, and there isn't going to be anything like, say, your nation ceasing to exist through economic collapse, environmental catastrophe, civil war or foreign invasion. It's purely just for you to have fun.
A secret police investigation into the great outage of communications (the game being down for a while) was caused by a massive cyber attack by the Red faction and as a result the Martian council has approved the targeting of every single bit of surface infrastructure not controlled the the Earth Defense Forces.
