It kind of was - the game was, as Tyranniaa mentioned, made as an ad for a book called Jennifer Government (the site used to be called 'Jennifer Government: NationStates'). Although certain comments I have seen about the game developer being in a 'PragerU-induced fantasy' are probably incorrect seeing as this game predates the foundation of PragerU by seven years.
