I present,
Preamble:
Recognizing the importance of fostering a supportive and inclusive community within Colonia Apollonis, and understanding the value of providing guidance and assistance to new and existing members, this proposal seeks to establish a formal Regional Welfare Agency.
Article I: Name and Purpose
1. The agency shall be known as the Regional Welfare Agency (RWA) of Colonia Apollonis.
2. The purpose of the RWA shall be to provide mentorship, support, and guidance to members of the region, particularly newcomers, in order to facilitate their integration into the community and enhance their NationStates experience.
Article II: Structure and Responsibilities
1. The RWA shall be headed by a Director, appointed by the Citizen Speaker with the approval of the Citizens Assembly.
2. The Director shall be responsible for overseeing the operations of the RWA, including the recruitment and training of mentors, the assignment of mentees, and the evaluation of the program's effectiveness.
3. The RWA shall consist of a team of mentors, selected from among experienced members of the region, who volunteer to provide guidance and assistance to mentees.
4. Mentors shall be responsible for:
Offering support and advice to mentees on various aspects of NationStates gameplay, regional activities, and community engagement.
Facilitating the integration of mentees into the region by introducing them to key features, resources, and opportunities available within Colonia Apollonis.
Serving as a point of contact for mentees to address questions, concerns, or issues they may encounter.
5. Mentees shall have the opportunity to request mentorship through the RWA, either upon joining the region or at any point during their membership.
Article III: Reporting and Evaluation
1. The Director of the RWA shall provide regular reports to the Citizen Speaker and the Citizens Assembly on the activities and outcomes of the mentorship program.
2. The effectiveness of the RWA shall be evaluated periodically through surveys, feedback mechanisms, and qualitative assessments to ensure that it continues to meet the needs of the region's members.
Article IV: Resources
1. Additional resources, such as dedicated channels on the region's Discord server or informational guides on the regional forum, may be allocated to the RWA to facilitate communication and engagement between mentors and mentees.
Article V: Amendments
1. This proposal may be amended by a two-thirds majority vote of the Citizens Assembly, following a period of discussion and debate.
Article VI: Ratification
1. This proposal shall be considered ratified upon receiving a three-fourths majority vote of the Citizens Assembly.
