The United Royal Provinces of Hay-Brazil is a massive, genial nation, ruled by Prime-President with a fair hand, and renowned for its irreverence towards religion, hatred of cheese, and devotion to social welfare. The compassionate, democratic population of 2.33 billion Hayans are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

The government — a sprawling, bureaucracy-choked, socially-minded morass — juggles the competing demands of Education, Administration, and Healthcare. It meets to discuss matters of state in the capital city of Rio de Julho. The average income tax rate is 79.3%, and even higher for the wealthy.
