RGBN Regional Bill 9: Proposal and Passage Restructure Act

Purpose: To solidify and improve the process through which future regional bills are proposed and codified into law.

Be it enacted by the RGBN Regional Assembly that:

Article 1: Terminology

Terms in this bill are defined as the following:
Sponsor - the original writer and proposer of the bill
Second - a statement expressing support for the bill being sent to debate and voting

Article 2: Proposal of Legislation

i. Bills are to be proposed properly formatted on the Regional Assembly Message Board by the sponsor of the bill.

ii. Bills must be seconded by an assemblyperson other than the original sponsor to enter debate and voting.

iii. Following seconding, established process will ensue.

Article 3: Passing of Legislation

i. Bills passed by the Regional Assembly will then be taken to the President to be signed into law or vetoed.

ii. The President or any Assemblyperson has the right at any time to call to question whether the bill at debate is constitutional. Upon the President or any Assemblyperson using this privilege, the speaker is to invite the Goldenfolk Tribunal on the assembly floor to give an opinion on whether the bill in question is constitutional if passed

iii. Should a bill be declared unconstitutional, it will fail on the spot regardless of if it has been passed in the assembly.

The changes defined here will go into effect immediately upon passage.

RGBN Regional Bill #: Constitutional Amendment to Article J

Purpose: To layout the powers and duties of The Goldenfolk Tribunal.

Article 1: Amendment
I. The Amendment to Article J is as follows:

Article J: The Judiciary Branch
1. The Judiciary Branch of the RGBN shall consist of a Tribunal, named The Goldenfolk Tribunal. , composed of a minimum of 3 Tribunes.
1.1 The Tribunal must be composed of a minimum of 3 Tribunes, as with the number of Tribunes to remain an odd number.
1.2 The Tribunal is led by a Chief Tribune, which is appointed among the Tribunes. The Chief Tribune determines the rules and conduct of the Tribunes and Citizens interacting in and with The Goldenfolk Tribunal.

2. The Tribunes shall be nominated by the President and confirmed by a simple majority vote in the Regional Assembly.

3. If there are less than 3 Tribunes, the President must nominate a citizen to the position within 2 weeks.

3.1. The Speaker of The Regional Assembly must start a debate on it within 1 week, the debate must not last more than 3 days, and whenever it ends, the Speaker of the Assembly shall start the voting at a maximum of 1 day after.

4. Tribunes serve until they resign, or are removed.

5. There are two methods to remove of a Tribune;
5.1. The first method of removing a tribune is via a 2/3 majority vote in the Regional Assembly.

I agree with the Second Speaker in regards to amending methods of removing Tribunes. I would suggest striking all amendments to Section 5. Changes to Section 1 and addition of Section 6 all seem logical and necessary.

I see. They are generally good suggestions in my opinion that I think would be beneficial to the law. Perhaps a general topic of debate could be more fitting instead of a full legislative process would be fitting so the Assembly can explore this topic.

It wasn't my intention. This can be done during the debate if there were any problems with the amendment or people had suggestions for it.

As a response to Feedback, I have removed all amendments to section 5(at the time it looked good in my head). In addition, I made a minor Grammar adjustment to section 6.1.
