Pioneer 4, the orbiting prospector,peered down from the heavens making slow passes over the the Ostartic Isles as it photographed and scanned in a variety of light spectrums. It sent back its data to the super computers of the Titan Extraction R&D on the home islands, compiling data of the geography and noting the mineral deposits.

In collaboration with the Department of the Interior and land management data analysts and scientists looked over scans of land owned by the Federal Government.

“Without a doubt. We are looking at massive oil reserves. It appears the largest island in the chain Syutgou Island contains the largest coastal reserves. Further marine reserves are located within southern islands EEZ.”

“It’s a wonder the locals haven’t drilled out the coastal reserves.”

“They’re unaware of the sheer amount of crude petroleum under the rocks. They were too focused surface mining the hills and mountains during the gold rush. They didn’t consider the coast would have potential for oil deep underneath. There are considerable amounts of oil sands that are being mined but it’s been producing lackluster fuel oil. Best for asphalt and Coke.“

“Let’s get this data compiled and prepare to give a briefing to the energy committee. They need to know just how important these reserves are to the nation.”

“Do you think the innovation party would approve opening federal lands to drilling?”

“I doubt it but they are a minority in the National Assembly. It would take a global disaster for them to abandon their green ideals.”

The two scientists laughed and turned off the lights, they would send out their report that evening.

Rolling green hills atop steep white cliffs welcome the numerous migratory seabirds, some of the largest displaying wingspans of over two meters. On the rocky cliffs lived the swimming birds of the isles, whose oblong eggs were specially shaped to not roll off the cliffs. In the freezing surf below roaring animals bellowed their huge blubbery masses quivering as they lumbered across the beach roaring with their trunked noses flapping in the breeze. Young pups hungered for their mothers fatty milk avoiding the crushing body weight of the beach masters keeping watch over their numerous mates lunging at seabirds that sought to pick at the food scraps that collected around the elephant sea colony.

Taylor and Emily had to put officially leaving SSTO and joining the league to a parliament vote. The initial bill would be shut down by the more radicals within parliament and Wardency. After news of Great Jenovah stating they were going to stay the mood in the kingdoms regard to the league was becoming sour. A cross party movement to become official neutral and standing alone as the kingdoms had for the 20th century was becoming popular. The vote would pass with both the prime minister and deputy prime minister backing.

Thought the vote had passed the official aspects could not occur until after a league vote. The kingdoms would release a diplomatic statement, stating they still intended to work with its friends within SSTO. Already talks with Pandoska should see some form of compromise to allow the Canineia base at Galway to stay.

With the Kingdoms just a mere vote away from joining the league and leaving SSTO, there was a quite shouting match occurring behind closed deals. Within the kingdoms the hate for the Jenovah threat, the shadow of the OSEAN betrayal, the global economic down turn that seemed to be only speeding up, the league and SSTO pushing and pulling... was testing the kingdoms to its limit. This meeting would be arranged by the kingdoms between Solaria Alliance and The austro-germanic union. A chance for peace between SSTO and the league. These talks had a hidden part, a hidden message that if either side tried to scupper, or under mine the treaty the kingdoms would join the other side.

Solarian ambassador one Adam Johnson, Foreign Secretary of Solaria would for the most part represent the SSTO while a Germanic equivalent would represent the league. The talks were back and forth, demands to officially recognize the Flettish cultural genocide were shut down with Germanic refusal to even look at north fusea. The kingdoms initial ideas of a "home region" for each alliance was shot down by voices from both side and so would the Flettish re uniting clause. In the end once all objections and alterations had occurred both sides would agree to the following:

Merilian Plains:
- Limit the League support to Cadetist to the point that they (The Cadetist) can't win out right but the League would still get valuable data on SSTO ability from Cadetist reports.
- An official SSTO promise to respect the current borders of both the Kingdoms, and Germanic Sessian holdings, and Pandoska borders.

Fletteland
- A ceasefire
- Joint patrols (league forces on Great Jenovah side of the border, and SSTO on the Flettish side)
- Separate rebuilding programs to rebuild the devastated region now the war had ended for now.

Wardency
- Push for League forces into the ICPJ rotation for the northern most islands.
- The League would have the final say of who and how the state would be reunited.

North Osea (Antiyard and above)
- The League promise to tell SSTO if they performing an over military or diplomatic efforts in the region, such clause would lead out discrete actions related to spy craft.

In a shocking and public display of rejection, President Su Yunru of the Provisional Federal Republic has publicly refused to recognize the legitimacy of any standing agreement between the entities of the Sahaldna Security Treaty Organization and the League of the Willing- refusing to recognize the legitimacy of autocrats who are seen as benefitting off majorly off the "Greenwich Detente" in a way that allied democratic forces are not.

The Beiguojian President has called the treaty a travesty to the continued free world, with the cession of over fifty percent of free Flettish territory to the Jenovachi War Machine in exchange for an uneasy peace, and further commitments to the League to guarantee the concreteness and strategic readiness of foreign, autocrat-ruled territories not only abroad- but at home on Osea, where native land remains under the oppressive boot of foreign powers like the Germans and British themselves.

Where one popular British Column called it, infamously, "A chance for peace between SSTO and the league." President Su Yunru called towards its uncertainty, and the relative lack of trust that could be put into the burgeoning authoritarian regimes, and called it "only a matter of when" the Peace is broken. King Fluffy sat at the top of the group of tables laid parallel to each other, having just returned from his trip to New Skullia he was rather tired but all council meetings were important, so he had to stay awake and listen to each point even if they weren’t that important.

The council had just finished voting on a proposition from the West Highlands parliament to provide funds for a new hospital in a rural town to better accommodate mountain climbing accidents. The Proposal was passed and now a highly important one came up, introduced by the Administrator General.

“This next proposal comes from the Saldanha Security Treaty Organization, and it calls for Canineia to send a task force of Warships to the Merilian West Coast to reinforce the blockade effort. Let’s start the debate” he announced begin the discussion.

The President of the Collie Isle’s stood up first

“Well I don’t see many problems with it, we patrol our own waters all the time why not apply that knowledge to our allies”

The President of North Wolfland responded

“I would be concerned with some of the nations which share a coastline with Merilia”.

The Prime Minister of Boneland responded

“If our allies with the SSTO have been doing it for this long we should be fine, this gives us the chance to test the skills of our naval and marine personnel on actual moving targets while also going to a good cause”

The rest of the council nodded in agreement prompting the Administrator to initiate the vote.

“I will always be against needlessly deploying our forces in a combat fashion but I have no desire anymore to argue against it”

“Fair then. The proposal has passed, and we will be sending forces to Merilia, your majesty will you please make your passing statement?” The Administrator said as he sat down, and the King stood up.

“A task force of twelve ships will deploy to the West Coast of Merilia, led by Colonel Greensky. It will consist of the carrier RCS Watchdog, four destroyers, the St Roch, St Firebone, Laika and Hachiko, four frigates, the Incinerator, Charlie McDonad, Codetalker and Saturn O’Callad, one submarine the Red Husky and finally two support ships one tanker and one cargo ship. We will also send Commander Saibh Bluewave for command over aerial operations from the carrier and Captain O’Forrester to lead the Marines.”

“Thank you, your majesty,” the administrator said now standing up as the king sat back down.

Admiral Redsea Building, King Marshal Harbour, Federal Territory

Colonel Greensky sat in his office typing up a report about intercepting a smuggling boat off the coast of West Highlands and finding weapons including rocket launchers on board. The clicking of keys filled the room until a commander walked in carrying a brown envelope.

“Colonel, orders from Canidae Harbour” they said as they handed the envelope to him.

The Colonel opened it and read what was inside, after finishing he rubbed his eyes.

“Are the preparations being done?”

“Already done sir, St Roche and Codetalker are on their way to rendezvous with us here, most ships have already left the harbour and are holding off the coast, we’re just waiting on last minute resupply for the cargo ship and some more aircraft for the Watchdog”

“Right okay then” The Colonel stood up. “Give me about four hours and have a chopper ready to get me to Watchdog, I’ll make that my flagship”

“Yes Colonel” The Commander left to do his task and the Colonel would go on to make some last-minute orders and go home to pack and say goodbye to his family.

Ma being a stubborn type wouldn’t see another one of her men disappear so she uprooted and settled in Zeoinaam so that my brother could come home if he needed to.
Ma had been through so much loosing Pa then her daughters and leaving her home. I stuck by her side for many years and helped her start a small tailor shop at home, she taught me how to sew and eventually I took over the business, we patched up the miners who wandered through town and sewed fine suits for the businessmen who sold tools to the miners. Eventually we had enough to open a store front and import fine cloths.
After several years prospecting my brother returned home penniless prospecting had failed. My mom supported him as best she could, begging him to stay and help me run the store but he was determined to make his fortune. He had gold fever and signed a contract with a mining company mining out the mountains.
I remember it like yesterday. The neighbor knocked at our door. I opened it and standing there was the prettiest little lady I knew. She’d been coming over to read the paper for Ma since Ma and I couldn’t read the newspaper. She sat in our living room and read the paper out loud like she did every week…
I still see.. I still see tears rolling down her face as she read. Ma collapsed and fell out of her chair when she heard the news. The side of the mountain collapsed killing my brother and the neighbor’s father. Their bodies could not be recovered.
I sewed them both fine silk suits and placed it in a thin cedar box. We brought it to the temple where we burned so they could wear it in the afterlife. Ma was never the same after the funeral. It broke her heart so that she passed soon after…
It was so hard, but we didn’t give up. I continued working at the store and my neighbor continued to come over and read the paper. She would come and teach me to reach the thousands of characters in the paper and soon fell in love. I worked hard saved up and gave her family a suitable dowery and we were wed. Light snowfall dusted the streets and city below. The grey brick buildings with the green tiled hip and gable roofs shed accumulating snow into the cobble stone alleyways and paved main roads. The city of Zeoinaam was a far cry from the elegant cities of the home island, its provincial office, in the traditional Siinbui architecture style contrasted against the modern courtyard homes built during the Admirals administration. Strategic urban planning of the more autocratic administration had pushed locals away from the traditional center of politics in the south and protected this inner circle.

Today in a different administration the inner circle remained, yet fundamentally changed. The courtyards of the Provincial Offices were ungated and opened to the public who gathered on this cold morning. Bundled in the warmest clothes they had they stood with signs and livestreamed their voices to the nation.

The chanting of protestors outside the provincial office rose in volume as the large crowd assembled around the front gate. A boxy blue and white police vehicle stood behind the front gate surrounded by policemen wearing armored vests wielding batons and tasers. Under the Lieu administration peaceful assembly was encouraged, yet these protests unnerved the provincial governments who were trained to disperse crowds.

As the local leaders concluded their speeches, they welcomed Governor Tang to the stage. The crowd cheered.
“A new dawn approaches on the horizon for the Ostartic Isles, for the provinces within them and the over 24 million Lunghayun of the region. I see out here today your bravery, your courage to come out in support of what you believe. I have heard your voices and will stand by you. With traffic officers, road blocks and a parade route set, the chief of police gave a quick salute to the Governor and to the people which he served. The crowd left the courtyard with their banners and paraded through the main ring road of the city. It truly felt like a new dawn.

“For years now, we have told the Fusean continent, and by extension the entire world, that Sumoriant had hundreds of years worth of natural gas and oil buried underneath its lands. I am here today to tell you this was entirely wrong. In just the past few weeks, two of our largest oil fields in the west dried up, and soon after that, just a few days ago, actually, the entire western portion of Sumoriant with oil fields completely ran dry. We anticipate this trend to continue eastwards until Sumoriant is devoid of all oil reserves, and we are rapidly moving to combat the incoming crisis that will more than certainly result from this.

God be with you all, Fuseans, and to the world.” Jazaar concluded.

The news cast stopped...

"What was that?! Were we even allowed to play that? Sumoriant running out of oil?" Mad scrambling overtook the broadcast room.
"Go get the fact team."
"God we are in a world of pain...."
"Why was this broadcasted? Did they not understand how much panic this would send the world into? Is Haicheng informed about this?"

The Austro-Germanic Union has not escaped the oil crisis unscathed despite its dominant nuclear power focus. Currently it has begun rationing diesel, gasoline, and other petroleum based products in order to stretch itself as much as possible, and the War Reserve for diesel has been broken open. Though, it’s not without options. It has approached SFRS Syrvostrovia for assistance via the purchase and importation of both raw polymer and plastics, but also unrefined petroleum for use in manufacturing diesel and more polymers and plastics.

The troubling news revealed by the Sumori government is heard across the Fusean continent. This reduction of access to such a critical strategic resource jeopardises the future of our continent. The united leadership of the members of the Slevennic Political Union have agreed to increase oil extraction within Lake Fusea in order to quell some of the ramifications caused by the Sumori announcement. The Slevennic Council wishes to offer its solidarity with the United Republic of Sumoriant in these dark times and wishes to begin immediate dialogue with the Sumori government in order to allow for the ease access to accurate information between our states.

Let it be known that the Slevennic Political Union stands united more than ever and any temporary strain this crisis puts on the members states of the union will not hinder our ability to defend and protect our strategic interests. Lake Fusea is now perhaps one of the most important regions of the Fusean continent and we will ensure that our access to strategic resources is guaranteed. Our continent is in trying times with war, famine and destabilising leadership in the South East. All actions necessary to restore confidence in this continent will be undertaken if seen appropriate.

For years, what had he done? Been a coward, a traitor, a liberator? The Sumori called him many names, after all. Could he live up to his name of the Lion of Sumoriant in the face of such economic calamity? Was he capable of attaining such a goal?

Yes, he was. Jazaar had a plan in mind on how to immediately begin to repair Sumoriant from not just the oil crisis, but the 1999 Crisis as well…

“Greetings to all of Sumoriant on this evening of August 9, 2024. I have come to deliver to you a message.” Jazaar began, stepping up to the podium.

Jazaar took a deep breath, looking at the cards before him.

“The days in which we sought glory, fame, and honor under the Caliphate are gone, as are the days in which the Emirs of Sumoriant paraded their power over us. But what have we become in the time since? We have become weak! Economically and politically, our nation falls and drags behind the rest of Fusea! I am not going to be the President who leads the United Republic into ruin. Henceforth, I at this moment declare the beginning of the First Ten Year Plan, to both revitalize and strengthen infrastructure and the economy of the Republic, as well as to ensure our monetary stability together with our friends to the north, east south, and southwest. Furthermore, it is clear that, if we do not seek to change our ways now and adapt our energy industries to the rapidly changing world around us, we will lag and fail to catch up. As such, I have also, together with my Cabinet and the National Assembly of Sumoriant, prepared several bills to implement these reforms, pending review by the two bodies.

Zuraara save Sumoriant, and long live the United Republic!” Jazaar ended his speech, taking a bow.

“Mister President, are you all right?!” one of the soldiers nearby shouted to Jazaar, as other cabinet and government officials surrounded Jazaar.

“Yes, yes, I’m fine. Just… my heart… acting up. I overworked my cardiomegaly a bit too much with that. Nothing to be bothered by.” Jazaar assured them, regaining his footing and entering the nearby building. “I’ll be fine.”

“If you say so, Mister President. Please see a doctor, though.” one cabinet member said as Jazaar walked away.

“I will,” Jazaar said.

Communique From The Government Of The Emnarian Empire:

The news of the impending economic crisis in Sumoriant has garnered the deepest sympathies from the Emnarian government. Seeing the almost reckless export of oil practiced by the Sumori government, and the practically non-existent safety measures employed to prevent such a crisis, or the impact of that industry upon the ecosystem of the globe; the government has long entertained notions that such an event may occur.

Considering that an economic crisis is almost certainly approaching, if not already present in Sumoriant, the Emnarian government has deemed that aiding the populace of Sumoriant is necessary to sustain their well-being.

The importance of Sumori crude and refined oil to Emnaria cannot be emphasized enough. The Emnarian government has spent a significant amount of resources to secure oil reserves in preparation for war; however, it may be necessary for such reserves to supplement the civil fuel supply. Light rations on fuel supplies for civilian sectors will be enforced. Other sources of oil import are being sought, and so far, success has resulted from such efforts.

Emnaria will hold strong, and continue active military operations in Merilia, and the Tsyemny Sea. If anything, military awareness will be increased to compensate for possible increased aggression from rivals, during this crisis. Likely the greater action from the Imperial Emnarian Military, will be assistance operations to allied countries.

One such operation, if accepted by the Sumori government, would be humanitarian aid and economic infrastructure support to try and mitigate the impact of this crisis on Sumoriant. Emnaria maintains its ability to effectively reach locations in (NAME CONTINENT), and will utilize that ability to the fullest extent to aid its allies. Emnaria offers its full fleet (with limited deductions for operations in Merilia) of strategic airlift aircraft to deliver food, water, machinery, tools, construction materials, and fuel to the nation of Sumoriant. This offer stands without a time limit.

The Emnarian government extends its deepest condolences to the government and people of Sumoriant. A unit is only as strong as its weakest link, so it is in the best interest of every member of the league to support its ally.

(...) Carrying on. Reactions to yesterday's shocking announcement are still coming in on social media as the Foreign Office is both praised and under fire at the same time. Many online forums are split as to whether or not the talks should continue, as although a small majority of Solarians agree with the premise of a reduction in tensions, many remain skeptical of any type of agreement with them, given their villainous actions. This culminated in a protest outside the Solarian Capitol last night, exacerbated by the comments of both national and foreign leaders, especially those of President Su Yunru, who has now become a rallying point for those expressing anti-treaty sentiments. Reports of violence, such as the case of a Merilian war veteran allegedly throwing a brick at the car of the Britannian ambassador to the ASSN as he was arriving at a press conference, have remained "isolated cases", Nova Terran Police say.

Secretary Adam Johnson, head delegate during the meeting, came out with the following statement: "I want to make it extensively clear that this was a set of discussions, not any agreement or official accord. (...) We are just laying down the groundwork for future talks." He also clarified that "(...) the Alliance would not decide on behalf of any of its allies, and wouldn't sign any clauses concerning other nations without their consent first." This comes after detractors claimed that the Foreign Office intended to sell out Merilia and Fletteland, thus undermining the position of the Federal Government and the SAF. We now turn over to our reporter on Upper Street, who is covering James Bell's speech.

The TV screen splits into two halves, as a video feed of a SBS correspondent with the First Representative's residence appears. She takes over the talking:

Good evening, everyone. The First Representative has so far echoed the same sentiment as in Johnson's declaration following the talks, in that the terms are non-binding at the minute and would have to be discussed with our partners first. Furthermore, he also upheld his long-declared policy of refusing to negotiate with the League directly, as he said that the negotiations would not have gone through had they not been carried out through a third party, referencing the Five Kingdoms. Besides that, he also gave a nod to Beiguojian comments on the situation, appreciating their "hardline commitment to the SSTO" but also saying that it was "too early" to make a definitive decision for or against an agreement, claiming a flexible approach is the best approach. Bell also strongly denied any allegations that he or his government would sell out the Interdemocratic Front, which he named "the only legitimate authority" in the Merilian region.

The news feed cuts back to the studio as the anchor resumes his talk, this time panning out more widely throughout it, revealing the presence of a guest.

Thank you, Gillian. We have with us today our senior political commentator, Robert Baker, who has been closely following the proceedings in the last two days. Mister Baker, how do you feel about the Alliance's position on this matter? How do you think the rest of the world will respond? And what does Britannia gain from all of this?

Well, I think we have to first start with what spurred all of this on, that being that the Five Kingdoms are preparing an exit strategy from the SSTO and they're trying to make sure that doing this won't weaken their position. So, by reducing aggression between the SSTO and the League, they hope that they can benefit the most from the situation and keep all of the economic benefits of free trade but also those of security in the Far East. This is an... interesting position, compared to their previous policy of total neutrality. It's in line with everything else they've done so far, but I think this allows us to see a flaw in their foreign affairs approach in general: they're in denial about the objectives of both alliances. The SSTO wants to protect democracy and further it where it can, the League wants to do the exact opposite. Those two things just don't go together. Now, could this détente help things in the short-to-mid term? Very much so! But this peace will only last so long, in my opinion.

That said, there's a lot left to iron out in this deal. Primarily the Flettish clause, because it's terribly vague and neither the Jenovachi nor even the Flettish themselves will feel comfortable with how lacking it is. What the Foreign Office is trying to propose as a patch to this - to negotiate the Flettish clause at a later date than the rest of the clauses - is probably the only way that things will not get slogged down. Now, for the rest of the clauses, the Merilian one has potential, it just depends on how each side interprets it. There's space to try and skirt around it, but with an already-existing blockade in the East being augmented by a new fleet of SSTO ships moving toward West Merilia, I would say the walls are closing in on the Cadetists and the level of support they can get. This deal might be the final nail in their coffin - which, sounds premature, yes, especially when we don't even have boots on the ground in Kripsk or the like - but strategically speaking, it'd amount to a total cut-off for them.

The Wardish point is interesting. If the League were more active in utilizing the ICPJ, it wouldn't even have popped up during these discussions in the first place, but for now, it looks like only the Alliance and some of its partners are interested in building an international, rules-based order. Other states are just using it as a wedge to advance their own goals, rather than promote an overarching project. That said, having League officers rotate in with the monitoring group isn't that bad of a concession, although I am sure some commanders from the 2nd Cavalry would have a few "nice" words to share with them once they arrive.

I don't think any SSTO member-state likes the idea of splitting up continents as "bases" for each alliance, but that's the reality we're already in. It's just that no one wants to say the quiet part out loud. As for assassinations or sabotage... if we reach the point where alliances are putting hitmen on enemy leadership, then clearly we're already past the point of diplomacy. That's all for now, Andrew.
